Job Summary
The energy advisors provide support to the power sector’s development enabling environment and to advance Power Africa priority transactions by tracking statuses, engaging with stakeholders, and recommending specific technical assistance to support enabling frameworks or remove obstacles to financial close.

Background:
RTI International is the implementing partner for the Power Africa- East Africa Energy Program (EAEP) Task Order which was the second task order to be released under USAID’s Power Africa extension mechanism.
The Program involves regional technical support to Kenya, Ethiopia, Rwanda, and Tanzania and additional advisory support for Uganda, the Democratic Republic of Congo (DRC), Burundi, Somalia, Eritrea, and Djibouti.
EAEP is tasked with expanding affordable and reliable electricity services throughout the region with the goal of supporting development priorities including inclusive economic growth, security, and improved health and education outcomes.
RTI International is implementing this activity designed to address critical opportunities across the following major program objectives: optimization of the power supply, increased grid-based power connections, strengthened utilities and other power sector entities, and increased regional power trade.
Power Africa East Africa Energy Program seeks a Senior Energy Advisor to support the EAEP in Nairobi, Kenya.

Scope of Work: The energy advisors provide support to the power sector’s development enabling environment and to advance Power Africa priority transactions by tracking statuses, engaging with stakeholders, and recommending specific technical assistance to support enabling frameworks or remove obstacles to financial close.
In addition, energy advisors review technical policy, planning, regulatory and other documents in the country’s energy sector and provide analysis and recommendations to counter part institutions and Power Africa.
Excellent analytical and written skills is therefore a very significant requirement for this position.

Specific Responsibilities:
• Team member of EAEP’s Objective One team, which has a focus on facilitating the development of generation and transmission projects and the development of enabling environment policy, legal and regulatory instruments (Optimizing Power Supply)
• Transaction Development and Selection
• Assist Power Africa in analyzing potential transactions to select projects most relevant to meet Power Africa’s goals, including advising on which projects should be prioritized
• Review potential high impact projects and perform due diligence activities – including identifying funding sources and potential for Power Africa assistance
• Build and maintain relationships with key stakeholders (government, developers, DFIs, investors, and donors)
• Track progress of transactions and comprehensively report thereon
• Actively work to remove barriers, obstacles to transactions delayed in reaching financial close and commercial operations date
• Accelerate priority transactions by providing independent advice to government decision makers
• Advisory Services and Capacity Building to governments
• Assist in devising strategies to alleviate problem areas with IPP/PPP frameworks and assist in implementation of new frameworks, including policy reforms and project implementation
• Accelerate priority transactions by providing independent advice to government decision makers
• Review technical policy, planning, regulatory and other documents in the country’s energy sector and provide analysis and recommendations to counter part institutions and Power Africa.
• Documents include the following: Least Cost Power Development Plans, Renewable Energy Policies, Feed-In Tariff Policies, Grid Codes, Power Sector Market Studies, etc.
• Supporting and coordinating with EAEP’s other Objective Teams, including cross-cutting teams covering gender mainstreaming, capacity building, environmental and social responsibility frameworks, communication, measurement & evaluation, and management.
• Monitoring, Evaluation, and Reporting Activities
• Use existing mechanisms for monitoring and update/develop new ones where needed to track Power Africa goals/objectives, key milestones to complete transactions, and recommend actions for expediting transactions
• Prepare weekly summaries of key outcomes or new developments in the power sector
• Prepare all required reports for USAID, including weekly, monthly, quarterly, annual, and other reports

Qualifications and Experience:
• University degree in engineering, energy or related field
• A Master’s Degree will be a significant advantage
• Minimum 20 years of general professional experience, with at least 10 years in generation or transmission systems.
• Senior experience in Kenya’s power generation, transmission or energy policy required
• Extensive network in Kenya’s power sector including public and private parties and the development community required.
• Demonstrated international experience in utilities outside of Kenya, as well as knowledge of best practices, norms, and standards desirable.
• Prior experience with donor project management policies, procedures and reporting requirements, particularly USAID is highly desired.
• Strong writing and communication skills in English is essential. Excellent skills in written reports and power point presentations is a must

The ideal candidate will possess excellent interpersonal, cross-cultural communication skills, and the ability to interact professionally with culturally and linguistically diverse staff, clients and consultants.
A demonstrated ability to set and deliver on priorities as well as strong computer skills are required for contributing to written and visual documents, reports, presentations, and project debriefing meetings.
