JOB DETAILS:
Background
The HeRAMS Initiative aims at providing decision-makers and health-sector actors at large with critical and up-to-date information on the availability of essential health resources and services. The HeRAMS platform is an essential component of the initiative and used by approximately 20 countries. To support the ongoing scale-up of the HeRAMS initiative, the WHO’s Health Emergencies Programme seeks to appoint a consultant to contribute to the backend of the platform.

Deliverables
• Deliverable 1: Contribute to the frontend development of the HeRAMS platform by:
o Analysis of requirements based on the needs collected by business owners.
o UIX designing and coding in line with software quality standards and adequately addressing identified needs.
o Providing regular progress updates to business owners on the design, development, and implementation of features.
Expected by: on monthly basis, starting October 2022.
• Deliverable 2: Develop and implement automated testing scripts, ensuring all new features are fully tested using automated tests.
Expected by: on monthly basis, starting October 2022.
• Deliverable 3: Contribute to the timely resolution of back-end bugs reported by end-users.
Expected by: on monthly basis, starting October 2022.
• Deliverable 4: Advise and contribute to the design of a longer-term development roadmap.
Expected by: on trimestral basis, starting December 2022.
• Deliverable 5: Develop adequate documentation of the work as required, including on:
o Requirements
o Developments
o Architecture.
Expected by: on monthly basis, starting October 2022.

Qualifications, experience, skills and languages
Educational Qualifications:
Essential:
• First university degree in Information Technology, Computer Science, Statistics, or any other relevant field.
Desirable:
• Advanced degree in Information Technology, Computer Science, Statistics, or any other relevant field.
Experience
Essential:
• Band A: Up to five years of relevant experience in the design, development and maintenance of advanced information systems using open-source technologies.
• Band B: Five to ten years of professional experience in the design, development and maintenance of advanced information systems using open-source technologies.
Desirable:
• Experience working on Information Systems to support public health response in emergencies.
• Experience with k8s hosting environments.

Skills/Knowledge:
Essential:
• Demonstrated skills and knowledge in database design, development, and management
• Demonstrated skills in developing information systems.
• Sound knowledge of MySQL, PHP 8.1, Yii2 or a similar MVC framework, static analysis, automated testing (Codeception, php unit).
• Excellent interpersonal skills and willingness to be part of and coordinate with a diverse team.
• Results-oriented and ability to work in a team.
Desirable:
• Knowledge of data collection processes and tools, data management, analysis and reporting.
