Regional Support Director East Africa and Yemen

The Regional Support Director (RSD) leads NRC teams in East Africa and Yemen (EAY) in developing the systems and capacity that facilitate the effective and accountable management of the EAY portfolio of programmes and resources.

Context
NRC’s East Africa and Yemen region includes operations in Yemen, Sudan, South Sudan, Ethiopia, Eritrea, Djibouti, Somalia, Kenya, Uganda, Mozambique and Tanzania. Most countries in the region have experienced protracted crises and/or recent conflicts leading to a growing caseload of displaced or displacement affected populations. NRC’s East Africa and Yemen Regional Office guides the region’s innovative strategic ambitions, provides and brokers technical guidance to countries and is responsible for oversight across core programme, support, advocacy and security functions.
The RSD is a key member of the Regional Management Team, manages senior Heads of Department including: Finance, HR, Logistics and ICT, and has a matrix relationship with Country Heads of Support and the Global Director for Organisational Development. The RSD oversees the systematic collaboration between the support functions and other teams within NRC’s structure: Programme, Health Safety Security, Risk and Compliance, Advocacy and Media.

Roles and Responsibilities
General
• Compliance and adherence to NRC, Donor and National policies and procedures
• Strategic analysis of NRC’s performance and corresponding investments in systems and capacity
• Manage performance and staff development of the Regional Support Unit
• Ensure strategic development of support functions in line with global initiatives
• Ensure development and implementation of adequate control mechanisms of NRC operations in the region
• Ensure guidance, support and capacity building related to the support functions in the region
• Explore and create synergies between Country Offices related to Finance, HR, Logistics, ICT and Administration
• Ensure strengthening of awareness of anti-corruption and Code of Conduct in the region
• Promote the rights of IDPs/refugees in line with the advocacy strategy

Specific
• Serve as member of Regional Management Group, and act or deputise for the Regional Director when required
• Provide a strategic vision for the NRC East Africa and Yemen Support Department
• Accountable for overall budget control and overview of the regional admin budget
• Review CO and RO Master Budgets and Support structures for approval by the Regional Management Group.

Professional Competencies
• Minimum 7 years of relevant leadership experience within the humanitarian field
• Post graduate qualification in discipline relevant to this position.
• Experience of developing longer-term strategies for organisations or their functions.
• Knowledge of the support functions; Finance, HR, Logistics and Administration and or wider organizational management.
• Experience of effective change management
• Experience from working in remote, complex and volatile contexts
• Documented/proven results related to the position’s responsibilities
• Fluency in English, both written and verbal

Desired Skills
• Knowledge of the humanitarian sector
• Knowledge of this or similar region.
• Fluency in French and/or Portuguese
• Experience with start-up and exit
• Proven ability to manage within a matrix structure

What we Offer
Duty Station: Nairobi
Grade: 12 according to NRC Global Salary scale
Contract Length: 24 months
Travel: 30 %
