Project Officer – M&E - Global Fund HIV Project
Purpose of Position
To Ensure Successful Monitoring and Evaluation function within the Global Fund (GF) HIV in Nairobi County aimed at contributing to improved implementation and reporting.

Major Responsibilities
Project Reporting and documentation
• Utilize Global Fund M&E tools and follow on set targets and timelines of reporting and documentation.
• Participate in the project/program assessments, designs, Annual Operating Plans development and reviews
• Prepare and submit timely quality monthly, quarterly, semi-annual, annual, and other relevant reports as per the requirements of Global Fund.
• Support development and sharing of success stories
• Ensure regular data reviews at the County/Sub County to fast track target achievement and quality data.
• Review and build capacity of project staff on M& E deliverables in the Project
• Coordinate the establishment of an effective M&E system for the project by integrating/mainstreaming with existing systems including KHIS.
• Coordinate appropriate monitoring tools utilization within the project (including utilization of MOH tools)
• Ensure Project documents are uploaded in the World Vision Kenya Program Management Information Management System (PMIS) Horizon.

Project Monitoring, Assessment, and Evaluation
• Provide technical support in monitoring and evaluation during the implementation of HIV GF.
• Develop/Adapt assessment/evaluation/baseline questionnaire and lead baseline survey, analyses data, and prepare reports
• Monitor and evaluate the project as per the standards and procedures of World Vision Kenya, GF, Kenya Red Cross Society (KRCS), NASCOP, and MoH as relates to HIV
• Provide technical leadership in implementing/mainstreaming the M&E system provided by GF to the existing M&E system in WVK.
• Work with key staff and stakeholders to develop a detailed monitoring plan, monitor project implementation across the project area, and report progress, impact, and best practices
• Use qualitative and quantitative approaches to assess the quality of service provision for the project beneficiaries.
• Manage beneficiary database of those trained and are receiving services from GF HIV
• Disseminate project information related to M&E to staff, partners, and community across the two (2) Counties.
• Ensure Project alignment to GF evaluation protocols and methodological tools set out by the GF, Kenya Red Cross Society (KRCS), and Ministry of Health County working groups.

Data Quality Assurance and Capacity Building
• Develop Standard operating procedure for M&E within the project
• Ensure monthly DQA to assess the reliability of the data by verifying on source data documents and quality of the same.
• Support the MOH Health records information and Community-based information system reviews periodically
• Build the capacity of Staff on GF HIV Data Management
• Collaborate with SCHMT and CHMT on supervision, monitoring, and evaluation of GF HIV data
• Build the capacity of staff, community groups, CHVs, CHEWs/CHAs, and partners to enhance participatory monitoring
• Support in organizing for monitoring visits to project sites by senior management as well as by MoH Teams.
• Ensure WVK visibility and participation in HIV M&E Technical working groups in the County
• Maintain links with other organizations for collaboration, networking, resource sharing, material development and learning activities.

Any other duty assigned by supervisor or designee
• Perform any other duty as may be assigned by supervisor or designee from time to time
• Participate and contribute in committees and task forces as required.

Knowledge, Skills, and Abilities
• Minimum of three (3) years experience in M&E successfully overseeing monitoring and evaluation tasks for health and/or development projects.
• Bachelor’s degree in Monitoring & Evaluation, Statistics, Public Health, Health Information Management or related field with IT skills
• Experience with GF M&E is an added advantage
• Excellent communication skills
• Networking and influencing skills
• Ability to work with minimal supervision.
• Experience with Kenya Health Information System (DHIS/KHIS) is an added advantage
• Ability to work in a complex environment with multiple tasks, short deadlines, and intense pressure
• Sensitive to multicultural differences
• Energetic and positive attitude with strong interpersonal skills
• Excellent presentation skills
• Flexible, team player and result oriented
• Good statistical analysis and Data quality audit
• Understanding of GF Reporting structures is an added advantage
