JOB DETAILS:
Our client, Habitat for Humanity Kenya (HFHK) seeking to recruit a Procurement Officer to be responsible for purchasing and procurement functions in compliance with HFH Kenya procurement policies and procedures. S/he ensures procurement of high-quality and cost-efficient supplies, equipment, and services. The position is also responsible for maintaining records and facilitating accurate documentation.
Responsibilities
• Ensure both annual and project related procurement plans are prepared and submitted and support teams in the annual budgeting process.
• Ensure that all procurement is conducted in an ethical manner.
• Prepares contracts, agreements, and detailed bid analysis based on proforma Invoices and prepares Purchase Order as necessary.
• Prepare RFQs, bid documents ensuring they are adequately supported by the required specifications and TORs as per policy.
• Prepare Invitation for Bids and arrange for the publications with the newspapers as per tendering procedures and prequalification process.
• Solicit and negotiate competitive pricing from vendors including technical and financial document.
• Generate and update procurement status, track of procurement activities.
• Maintaining and updating database of preferred vendors/suppliers as per policy.
• Files all procurement documents in an orderly manner for control and reference.
• Conducts regular market surveys to determine the best price for quality goods and services.
• Taking minute for any procurement meetings, tender and bids review.
• Keep records of purchase order, vendor or supplier agreement and financial documents.
• Assist in the dispatch of procured items to their respective destinations and ensure documentation for tracking purposes.
• Reviews invoices and all attached documents for payment to ensure accurate, complete documentation and timely payment to vendors by accounts unit.
• Prepares and manages asset disposition plans as per donor and HFHK regulations
Requirements
• Bachelor’s Degree in Business Administration, Supply Chain Management, or another related field.
• At least 4 years’ experience working in a procurement and Logistics position with increasing levels of responsibility. Experience in Humanitarian NGO preferred.
• Knowledge of regulations and standard requirements of international humanitarian nongovernmental organization is advantageous.
• Membership of a professional body such as KISM, CIPS etc.
