JOB DETAILS:
Principal Program Officer, Urban Development, Housing and Lands
Job Purpose

Oversee development, implementation and coordination of all matters pertaining to Urban Planning, Housing Development and Lands.

Reporting to the Director Committees, the Principal Program Officer will perform the following duties and responsibilities:
• Provide strategic direction in the committee.
• Promote, streamline and strengthen coordination between the Council, County Governments, Parliament, MDAs and stakeholders in the sector.
• Guide in the review and analysis of sector policies, laws, regulations, strategies, standards and guidelines on matters Devolution.
• Prudently utilize and manage committee resources.
• Develop and review advisories to County Government on the implementation of Devolved functions in the sector.
• Coordinate the gathering and adoption of good practices and lessons learnt in the Urban Planning, Housing Development and Lands sector.
• Review proposals for resource mobilization in the committee.
• Steer implementation the committee annual work plans and budgets.
• Approve utilisation of committee budgets and resources.
• Review committee reports, policy briefs, speeches and position papers.
• Support review and update committee rules and regulations
• Coordinate committee peer learning initiatives in the sector.
• Support development of frameworks for mainstreaming SDGs, Gender and other international obligations, treaties and agreements in the sector.
• Coordinate committee data collection to inform policy decisions.
• Guide and mentor the division staff and interns.
• Support implementation of Council decisions relating to the committee.
• Develop and implement policies, regulations, strategies, standards and guidelines in the division/committee.
• Support strengthening of collaborations, linkages and partnerships in the committee.
• Develop frameworks for private sector engagement in committee activities.
• Organize and participate in sector inter-governmental meetings and Fora with the sector MDAs.
• Organize and facilitate county consultations and their participation in the relevant sector dialogue on Devolution.
• Support the implementation of intergovernmental resolutions relating the department.
• Implement Councils mandate related to the department.
• Organize induction and Capacity development for the Committee Members (Governors) and sector County Executives (County Executive Committee
• Members, Chief Officers, Directors and other officers).
• Coordinate planning and implement committee activities.
• Support implementation of projects and programmes in the committee.
• Support review and document identified best practices, research papers, policy briefs, reports and speeches in the sector.
• Organize inter county knowledge sharing and learning on Urban Planning,
• Housing Development and Lands.
• Present committee reports in the coordination meetings.
• Implement management decisions relating to the Committee.
• Represent the Council in intergovernmental sector fora’s and policy discourse.
• Develop and implement the approved committee budgets.
• Support development and implementation of projects budgets in the committee.
• Participate in the negotiation of conditional and non-conditional grants with the National Government and development partners.
• Resource mobilization for the Committee.
• Ensure compliance with internal controls in utilisation of budgets by the committee.
• Coordinate sensitization of County Governments on conditional grants requirements.

Minimum Qualifications and Experience:
Academic and Professional Qualifications
• Master’s degree in any of the following disciplines: Land Management Sciences, Engineering Economics, Business management/Administration, Social Sciences or in a related field from a recognized institution.
• Bachelor’s degree in any of the following disciplines: Land Management Sciences, Engineering Economics, Business management/Administration, Social Sciences or in a related field from a recognized institution.

Experience
1. At least eight (8) years’ experience in public or private sector employment, three (3) years of which must be on managerial role in a reputable organization.

• Thorough understanding of international and national goals, policies, objectives, and ability to relate them to Council’s mandate.
• Thorough understanding of Devolution as enshrined in the Constitution.
• Understanding of financial and human resource management.
• Good understanding of government policies, regulations, and procedures.

Duration of the Assignment
The duration of the engagement will be three (3) years renewable for a similar term subject to performance and availability of funds.
