The Kenya Revenue Authority (KRA) was established by an Act of Parliament, Chapter 469 of the laws of Kenya , which became effective on 1st July 1995 . The Authority is charged with the responsibility of collecting revenue on behalf of the Government of Kenya.

Assistant Manager – Production Team

Job Purpose

The main purpose of this role is to manage the KRA multimedia portfolio and provide leadership to the production team. The key outputs will include short videos and documentaries. The outcome of this role is to ensure proper documentation through varied media channels of KRA’s history for posterity in line with KRA’s corporate agenda.

Key Responsibilities/ Duties / Tasks

Managerial / Supervisory Responsibilities

  • N/A

Operational Responsibilities / Tasks

  • Lead strategic planning on the production of all content and channels
  • Develop and implement a media production framework / policy
  • Review and implement the Media Production Service Level Agreement (SLA)
  • Develop and implement media production guidelines
  • Act as the focal point for all internal and external media production projects for digital, print and audio outputs
  • Enforce timely delivery of well researched, well planned and professionally produced productions
  • Responsible for the day-to-day running of the production unit and management of the team and developing new, creative and efficient ways of working
  • Oversee the inputs, outputs and outcomes of the media team (photographers and videographers)
  • Monitor all media productions and implement a quality control framework
  • Oversee the set-up, operation and set-down of production equipment during production
  • Prepare and maintain various production reports for submission to supervisor
  • Review and or re-write scripts, giving regular feedback to the production team
  • Ensure health and safety guidelines are adhered to at the production site
  • Draw media production plans to support communication campaigns
  • Supervise, motivate and review team performance and ensure periodic production meetings and reports
  • Identify training needs/gaps of team
  • Support the KRA leadership to implement policies, programs, strategies
  • Any other duty other duty as assigned to you by your Supervisor from time to time

Job Dimensions:

Financial Responsibility

  • Develop media budget proposals for consideration in the Annual Procurement Plan (APP)
  • Implement approved media budgets

Responsibility for Physical Assets

The job holder is responsible for:

  • All media recording and production equipment
  • Computers and any other office equipment assigned to the job holder

Job Competencies (Knowledge, Experience and Attributes / Skills).

Academic qualifications

  • Bachelor’s degree in Media Production, Communication or Media Studies or any other related field from a recognized institution

Professional Qualifications / Membership to professional bodies

  • Professional certification in media production preferable
  • Membership in Media Council of Kenya or Public Relations Society of Kenya or any other media professional body is preferable

Previous relevant work experience required.

  • At least 4 years’ experience in media production of which 1 year should be at supervisory role

Supervisor – Litigation

JOB PURPOSE

This role is responsible for providing litigation services on matters affecting the Authority.

MAIN RESPONSIBILITIES:

  • Make proposals in the development of systems and procedures to enhance efficient and effective prevention and execution of business risks.
  • Undertake research and preparation  of  legislation  that  impact on KRA and recommendations for any necessary amendments.
  • Undertake the preparation of Memoranda of Understandings,  bilateral and multilateral legal instruments with tax implications.
  • Represent KRA in mainstream courts, Tax Tribunals, and other courts.
  • Analyze Judgments and Rulings for post litigation revenue recovery on concluded cases by revenue Departments.
  • Undertake the preparation of Pleadings and Defenses.

JOB SPECIFICATIONS

Academic qualification:

  • A bachelor’s degree in Law (LLB) from a recognized institution

Professional qualification:

  • Post Graduate Diploma in Law
  • Advocate of the High Court of Kenya

Chief Manager (CM) – Litigation

Responsible for (Purpose of the job)

Oversees the Functions and Operations of the Litigation Section, provision of legal advice, preparation of legal documents and guiding litigation.

Tasks and outputs:

  • Formulate and implement strategies for the Litigation Section.
  • Manage the pre-litigation process between KRA and other parties and render advice to avoid unnecessary litigation.
  • Manage the Litigation function.
  • Preparation of the Section’s work plan and budgets.
  • Manage compliance with agreed systems and procedures to enhance efficient and effective prevention and execution of business risks.
  • Manage research and review of legislation that impact on KRA and recommend any necessary amendments.
  • Manage stakeholder engagements (External Counsel, Judiciary, DPP, EACC, AG).
  • Manage the preparation of Memoranda of Understanding, bilateral and multilateral legal instruments with tax implications.
  • Manage post litigation revenue recovery on concluded cases by revenue Departments.
  • Manage the drafting of pleadings and defenses.
  • Promote career and continuous professional development of staff in the Section.
  • Manage the general performance of staff in the Section.

  • Master’s degree in a relevant discipline is an added advantage.

Supervisor – Independent Review of Objections (IRO)

Responsible for (Purpose of the job)

Review of Objections in line with the law, making recommendation for resolution of objections, maintaining communicating with the parties, preparing and updating program reports, offering desk training to officers and giving effect to objection Decisions

Tasks and outputs:

  • Review lodged objections for validity
  • Collect information and documents from the taxpayer and the assessing department
  • Review documents submitted to support the objection.
  • Mentor, support and desk- train newly recruited officers
  • Participate in consultative meetings with the assessing department and the taxpayers
  • Presentation of findings and recommendations to the Objections Review Committee
  • Implement the recommendations of the Objections Review Committee
  • Prepare instructions to litigation division for the on appeal cases
  • Participate in discussions for cases referred to the ADR
  • Any other duties as allocated by the Manager

Minimum qualifications

  • Bachelors Degree in Accounting, Commerce, Economics, Statistics, Law or related disciplines from a recognised university.
  • Must have a tax training and exposure to all taxes administered by the Kenya Revenue Authority.
  • A Master’s Degree, CPA or ACCA and other professional qualifications will be an added advantage.
  • Must be knowledgeable and have experience in tax and/or customs administration.
  • Exposure to tax and/or customs disputes management, resolution and negotiations.
  • A good understanding of revenue statutes.

  • Three (3) years’ experience in tax and or customs administration in a comparable organization.

Assistant Manager – Independent Review of Objections

Purpose of the job

Providing leadership and guidance to the Supervisors in the team in the Independent Review of Objections, carrying out research and offering technical support in the review of objections, managing performance in the team and active participation in the dispute resolution process.

Tasks and outputs:

  • Preparation of the Team’ work plan and budgets.
  • Offering technical guidance on matters under dispute.
  • Coordinate and manage staff in the team and monitor their performance.
  • Engaging stakeholders during dispute resolution.
  • Review of policies and law and making recommendations for amendments/ improvements.
  • Supporting the Alternative Dispute Resolution function to ensure faster resolution of disputes.
  • Oversee the general administration and monitoring compliance of the Team.
  • Preparation of team reports and any ad hoc reports at the request of the manager
  • Any other duty as allocated by the Manager.

Skills required:

Minimum qualifications

  • Bachelors Degree in Accounting, Commerce, Economics, Statistics, Law or related disciplines from a recognised university.

Chief Manager – Alternate Dispute Resolution

Responsible for (Purpose of the job)

To effectively manage the implementation of Alternative Dispute Resolution (ADR) initiatives and facilitating in ADR discussions. 

Tasks and outputs:

  • Provide leadership and ensure implementation of strategic initiatives in Alternative Dispute Resolution (ADR) function.
  • Work with the revenue department to ensure seamless ADR process.
  • To oversee the Case Review Forums.
  • To analyse and review Comprehensive Information Packs on tax disputes referred for ADR.
  • Facilitate and moderating ADR discussions.
  • Review technical and other reports for CTDR.
  • Support and implement the CTDR annual work plans and ensure compliance and implementation.
  • Support and Implement the formulation of policies, operational guidelines, targets in order to optimize staff productivity in the Division.
  • Cascading of Divisional target and monitoring the same.
  • To ensure compliance with Divisional SLA’s.
  • Manage an effective feedback mechanism for tracking ADR initiatives.
  • Coming up with strategies for stakeholder engagement (both internal and external).
  • Assist in the Administration, monitoring and compliance function of the division.
  • Facilitate complex tax disputes.
  • Establish and maintain Strategic linkages and relationships with internal and external stakeholders in order to strengthen tax dispute management and resolution initiatives.

Skills required:

Minimum qualifications

  • Bachelor’s Degree (BCom), Accounting, Economics, Statistics, Law.
  • A Master’s Degree, and/or CPA, ACCA will be an added advantage.
  • A member of Chartered Institute of Arbitrators will be an added advantage.
  • Computer literate.
  • Leadership, Management and Governance courses.
  • A good understanding of Revenue Statues and International Taxation.
  • Specialist in areas such as Transfer Pricing, Base Erosion and Profit Shifting, VAT, Income Tax, Excise Tax, ECCMA etc.

Minimum years of experience

  • Seven (7) years’ experience in dispute resolution practice, three (3) of which should be in a management position in a comparable organization.
