Protection Assistant - Child Protection Social Worker

Overall purpose of the role:

The incumbent will provide case management interventions aimed to protect refugee and host community children from situations of abuse, neglect and other forms of maltreatment by ensuring the social, physical, psychological and emotional well-being of children within Kalobeyei Settlement or Kakuma Refugee camp. Under the Supervision of the Protection Officer -Child Protections/he will assist in the development case management plans and implementation of such plans. S/he will directly supervise a number of child protection community incentive staff. 

Responsibilities: 

R1. Child Protection Case management:

  • Identify refugees and host community children at risk of abuse, neglect, exploitation including UASC and other vulnerable children through best interest assessment and reviewing available assessment data through referral notes.
  • Conduct home visits/ follow up assessment on key social factors to establish facts on allegations of abuse or neglect or exploitation and make concrete case plans
  • Conduct assessments to determine whether a parent or care giver is fit to provide care, evaluating whether a child should be temporarily or permanently removed from his living situation and placing children with foster care 
  • Conduct regular follow up visit for children under alternative care arrangements
  • Conduct referrals of vulnerable children to partner agencies and follow up to facilitate access to external services not offered by DRC. 
  • Monitor to ensure social assistance is reaching out to vulnerable refugees 
  • Provide basic counseling and or psycho-education to children at risk and refer complex cases to the Pediatric counselor for continued counseling
  • Collaborate with national/county child protection officers and provide joint in-home visits, safety and risk assessments and progress reports for host community children’s 
  • Respond to and support families during crisis situations

R2. Community Engagement and Outreach:

  • Supporting in identification and conduct family evaluations for prospective foster cares and maintain up to date database of community foster care families and provide ongoing capacity building
  • Attend and instruct planned trainings for parents and foster families within the community
  • Support with management of the CFS and child-to-child activities within the CFS
  • Support in conducting sensitization, dialogue and training sessions with the community members in Kalobeyei settlement/Kakuma Refugee Camp on child protection issues
  • Facilitate child protection structures (CBPN) meetings, Child rights clubs in schools and other sensitization forums 

R3. Reporting:

  • Provide high quality weekly and monthly reports and data to Protection Officer-CP and M&E officer highlighting individual performance, progress against targets and client needs
  • Must complete extensive documentation, maintain case files and perform other types of administrative tasks related to case management Identify 

R4. Staff Management:

  • Monitor and provide objective feedback related to staff performance, including objective setting, probation & performance evaluations to promote growth and professional development.
  • Provide leadership and support to ensure social workers and community incentive staff well-being, i.e. monitor and manage stress management by providing regular opportunities for staff debriefing to address secondary trauma.
  • Ensure staff timesheets are done and submitted to HR on time on a monthly basis.

Experience and technical competencies: 

  • At least 2 years of experience working in Child Protection, social work with refugees, asylum seekers, migrants and/or other orphans and vulnerable children; with at least 1-year experience working with refugee children in a camp setting 
  • Must have technical expertise in case management and psychosocial support to children at risk including Unaccompanied children and separated children (UASCs)
  • Should be resilient and able to handle high levels of stress and emotionally volatile or difficult situations.
  • Experience with conducting best interest assessments (BIA) and Best interest determination (BID)
  • Experience in establishing and working with community structures including foster careers, committees, child rights clubs etc.
  • Knowledge of international and national child protection standards and instruments 
  • Experience and proven ability to work as part of a team

Overall purpose of the role:
The holder of this position will manage a team of child protection staff to effectively implement child protection activities in Kalobeyei Settlement. The incumbent will lead the implementation of refugee and host community child protection activities ensuring compliance with relevant child protection standards including case management, children’s participation among others. Responsibilities:

  • Provide follow-up of the training, support supervisors in coaching and mentoring of field staff.
  • Facilitate training for key stakeholders on child protection standards, children rights, case management.

R3. Coordination & Partnership:

  • Ensure effective representation and active participation by DRC in the CP Working Group and BID panel Monthly Coordination Meetings and ensure follow up on action points internally and with other partners
  • Promote coordination and integration with other sectors within DRC Kakuma and ensure full coordination with communities and community-leaders
  • Develop and maintain strong working relationships with all stakeholders including the Government Children Officer, County government, UN agencies and other humanitarian agencies working on CP.

R4. Budget Management:

  • Manage the Protection budgets in order to maintain program expenditure within budget parameters, ensuring adherence to DRC financial procedures and donor requirements
  • Support Protection team members to utilize financial planning tools, such as master budgets, budget follow-up tool, spending plans, procurement plans, and work plans based on activities and budgets.

Overall purpose of the role: 

The Economic Recovery Assistant will ensure effective project activity implementation, monitoring and accountability in the refugee camps and host communities surrounding the Dadaab refugee complex. This position works closely with the Economic Recovery Officer and other team colleagues to ensure an integrated approach in beneficiary targeting, assessments and feedback. The role also assists in relationship management with stakeholders located in international and national NGOs, county/national governments and community leadership structures to ensure effective service-delivery, participation and added value. This position will be assigned to support different Economic Recovery and self-reliance sub-sectors including Micro-enterprise Development, Savings Groups, Drylands Agriculture, Vocational Skills Development and Education Scholarships.

Responsibilities: 

  • Implement microenterprise development activities within the camp and host community with emphasis on promoting group development through training, coaching, mentorship, identification of investment needs, opportunities and regular feedback.
  • Recruit and train project beneficiaries on business management, entrepreneurship, market linkages and financial literacy.
  • Prepare weekly, monthly narratives, quarterly, mid-year and annual progress reports.
  • Conduct Training Needs Assessments for groups and individuals, to identify areas of training in business development and savings groups/VSLAs.
  • Document human interest stories/case studies on regular basis.
  • Recruit, train and mentor beneficiaries on Savings Group/VSL methodology and financial literacy with emphasis on promoting self-reliance through investments in IGAs using loans and savings from VSLAs  
  • Identification, recruitment, supervision and mentorship of community incentive workers
  • Participate in periodic camp and host community leaders review, planning meetings and any external meetings as delegated by the supervisor from time to time.
  • Ensure incentive workers adhere to HAP/CHS principles in day to day project implementation, participate in HAP/CHS audits and support MEAL plan implementation.
  • Assist in development of Economic Recovery concept notes
  • Serve as liaison with stakeholders and relevant line ministries at camp and sub-county levels
  • Promote effective collaboration between refugees and host community participating in DRC project activities
  • In the absence of the Economic Recovery Officer, represent DRC in inter-agency coordination meetings
  • Monitor and provide objective feedback related to camp-based incentive staff performance, including completing midyear and annual performance evaluations

Experience and technical competencies:  

  • 2 or more years’ experience working with I/NGOs within humanitarian/development contexts 
  • Experience in engaging communities and other relevant stakeholders in the implementation of humanitarian or development program activities is key
  • Some experience and training in enterprise development, financial inclusion (savings groups/financial literacy) and/or agriculture is highly desirable

Human Resources Officer
