REF: TUR/CPSB/024/2022/2023: DIRECTOR LEGAL SERVICES, JOB GROUP “R”, POSITION: ONE (1)

• The County Director Legal Services will be responsible to the County Solicitor in providing legal advice, interpretation and guidance to county departments on implementation of relevant laws and any other related laws that may be enacted to guide their operations.

Duties and responsibilities
• Supervising legal counsels in the directorate undertaking complex litigations and arbitrations on behalf of the county;
• Drafting &reviewing complex legal documents, local and international contracts/agreements, drafting bills and subsidiary legislation;
• Providing legal advice and opinion to county departments;
• Ensuring compliance with national values and principles of good governance and public service as set out in article 10 and 232 of the Constitution of Kenya;
• Initiating and undertaking research on complex and emerging issues and preparing legal opinions, and;
• Ensuring compliance with county, national and regional and international instruments;
• Any other duties as may be assigned from time to time.

Requirement for appointment
For appointment in this grade, a candidate must have: -
• Served in the grade of Deputy Director Legal Service for a minimum period of three (3) years or in any comparable and relevant position in the Public Service or Public Sector;
• Bachelor’s degree in Law (LLB) from a recognized institution;
• Master’s degree in law or any other social science from a recognized university will be added advantage;
• Post graduate diploma in Law from Council of Legal Education;
• Must be an Advocate of High Court of Kenya having current practicing certificate;
• Attended Senior Management Course lasting not less than four (4) weeks from a recognized institution in Kenya;
• Certificate in Computer Application from a recognized institution.
