3. Deputy Director, Procument & Supply Chain Management- ONE
(1) POSITION- NPSC SCALE 7-V/No. 5/2022
Gross Salary Scale: As per NPSC Salary Structure
Leave allowance: As existing in the Commission
Annual Leave: 30 working days per financial year
Medical Cover: As existing in the Commission
Terms of Service: Permanent and Pensionable
(a) Duties and Responsibilities Strategic/ Policy Responsibilities
i. Oversee the development and interpretation of Supply Chain
Management policies and manuals;
ii. Advise the Commission Secretary, on matters pertaining to Supply Chain Management;
iii. Issue guidelines on implementation and interpretation of the Public Procurement and Asset Disposal Act and its attendant regulations;
iv. Introduce modern inventory management techniques and approaches;
v. Oversee the implementation of e-government Supply Chain Management strategies;
vi. Interpret international trade agreements/policies related to Supply Chain Management;
vii. Participate in negotiations in matters pertaining to Supply Chain Management;
viii. Provide guidance on Public Private Partnerships;
ix. Advice on Supply Chain Management reviews filed against the Commission;
x. Review contract documents;
xi. Maintaining of professional standards and practices in the Supply Chain Management department;
xii. Align NPSC budget to government programs; and
xiii. Initiate policy review on procedures, rules and regulations.
Managerial Responsibilities
i. Provide guidance in the overall Supply Chain policy and management;
ii. Liaise with the Head of Finance in translating budget to National Police Service Commission procurement plan;
iii. Provide overall guidance on contract design and management;
iv. Provide guidance on disposal of Commission inventory and other assets;
v. Advise on quality assurance on goods, works and services;
vi. Management, training and development of Supply Chain Management personnel;
vii. Develop and review performance targets and agreements;
viii. Oversee the preparation of work plans in line with set targets;
ix. Sensitize Commission staff on Supply Chain Management guidelines;
x. Provide guidelines on safety and security in storage;
xi. Ensure statutory reports are submitted to the Authority and National Treasury;
xii. Ensuring timely disclosure of information on procurement opportunities and awarded contracts as well as publishing of tenders;
xiii. Ensuring cordial supplier relationships;
xiv. Oversee the annual and quarterly stock taking process as required to ensure optimum stock levels are maintained;
xv. Lead key strategic procurement processes, risk analysis and mitigation, supply chain integrating, stock control, supplier evaluation and business intelligence; and
xvi. Ensure preparation of procurement plans in the departments within the Commission.
(b) Requirements for appointment
i. Master’s Degree in any of the following fields: Purchasing and Supply
ii. Management, Logistics, Business Administration, Commerce, Entrepreneurship, Law or any other relevant qualification from a recognized institution;
iii. Diploma in Purchasing and Supplies Management/Chartered Institute of Supplies Management;
iv. Registered member of Kenya Institute of Supply Management;
v. A Management Course lasting not less than four (4) weeks from a recognized institution;
vi. Twelve (12) years of service of which three (3) should be in a comparable position from a reputable organization; and
vii. Meet the requirements of Chapter Six of the Constitution of Kenya.
