JOB DETAILS:
Consultant- Interagency Standing Committee

Purpose of consultancy
Strengthen WHO’s influence and leadership within the IASC as well as on the policy development on humanitarian-development-peace coherence(Humanitarian-Development-Peace Nexus) and related key thematic and operational policy areas.

Deliverables
• Mainstream the IASC and HDPN (Humanitarian – Development -Peace Nexus) in Health:
• Disseminate the paper on IASC and HDPN best practices in Health – especially how the “H” and “D” link with the “P” in health (draft expected by November - December 2022) within WHO and externally among key WHO stakeholders such as the Health and other clusters, IASC agencies, donor organizations, coordination mechanisms and WHO regional/country offices and donor relations divisions: feeding the findings of the Paper into a dedicated webpage on WHO engagement with the IASC (expected by 16 December 2022).
• Develop a policy product to support programmatic WHO initiatives in humanitarian crises with active conflict e.g. Ukraine from a normative and policy perspective. The product will focus on enhancing operational response addressing humanitarian-development-peace collaboration as well as other relevant IASC core policy priorities such as centrality of protection, and preserving humanitarian space (including adherence to International Humanitarian Law (IHL)) (expected by 16 February 2023).
• Develop a WHO approach on Centrality of Protection (IASC) that reflects Civilian-Military (Civ-Mil) Collaboration in humanitarian response, and complements the Health Cluster’s position on protection:
• Develop a zero draft of a practical resource on WHO’s approach on Centrality of Protection (IASC) that reflects Civilian-Military (Civ-Mil) Collaboration working with departments within WHO HQ, Health Cluster, regional and country offices, collecting and analysing literature and data (expected by 16 January 2023).

Qualifications, experience, skills and languages
Educational Qualifications:
Essential:
• Advanced university degree in social or political science, International Relations and/or Politics or related field.

Experience
Essential:
• At least five years’ relevant experience in conflict analysis, security, humanitarian or development coordination at national and international levels.
• Experience in working on current IASC system-wide scale up events.
• Experience in humanitarian data collection and analysis.
• Experience in e-learning modules production.
• Experience in development of policy papers.

Desirable:
• Prior working experience with a UN or with an international nongovernmental organization focused on humanitarian analysis or policy.
• Experience in analysis of Humanitarian Response Plans and Humanitarian Needs Overviews.

Skills/Knowledge:
• Knowledge of the IASC architecture.
• Knowledge of quantitative and qualitative research methods.
• Familiarity with web content management systems.
• Good communications skills.
• Ability to work in a team.

Languages required:
Essential:
• Expert knowledge of English.

Desirable:
• Intermediate knowledge of French
