JOB DETAILS:
Job Objective/Purpose
The CIO shall be responsible for developing and governing Avenue Group’s IT strategy and ensuring the systems necessary to support the operationalization of the company strategy are in place. S/he will also partner with the Senior Leadership Team and the Board of Directors to develop and drive IT strategies across the organization critical for cost-effective operations and long-term strategic success. S/he will lead and coach a staff of technology professionals, creating a high-performing team, and will also lead and coach others in the organization in maximizing efficiency via the use of technology-based systems and processes. S/he must adapt to a continually evolving environment and thrive in an autonomous and deadline-driven workplace.
The CIO will also be tasked with leading inter-disciplinary teams, improving, and streamlining core & enterprise systems as well as infrastructure within the company, and driving innovation which should position Avenue Group as a leader in the health care sector.

Key Responsibilities
Strategy and Planning
• Align IT objectives and programs with the organization’s overall vision, strategies, and objectives.
• Lead planning and implementation of all management and reporting systems, including practice management systems, client operations, and internal communications.
• Develop IT solutions and business process re-engineering.
• Define, update, and implement IT strategy, and manage IT across the organization.
• Define IT performance metrics based on the organization’s overall objectives, control performance objectives, and IT budget.
• Develop, in concert with other senior leaders at Avenue Healthcare, forward-looking models and initiatives that provide insight into the organization’s hospitals, clinic operations, provision of care, and efficiency.
Management
• Manage and define all computer and communications activities within the organization.
• Plan and manage strategic IT initiatives.
• Manage IT applications portfolio.
• Manage IT projects and manage the implementation of HMIS initiative; ensure that implementation does not result in any loss in productivity.
• Avenue has developed a 5-year strategic plan that looks at significant investment in its Information system including Hospital Management system (HMIS), ERP for procurement (SCS) and finance on Oracle, HR management system on Oracle, Lab Information system (LIS), Picture archiving system (PACs) for imaging and Business Intelligence (Bi) and reporting systems. This is in addition to facility expansions of the existing hospitals and additional clinics across the country
• Ensure day-to-day operations of all IT-related functions.
• Work with CFO to ensure timeliness, accuracy, and usefulness of financial and management reporting for statutory and investors/stakeholders and Avenue’s Board of Directors.
Service
• Maximize the mix, and optimize the cost, of in-house vs. outsourced services.
• Establish strategic service provider partnerships.
• Define standards and architectures.
• Acquire software and hardware.
• Consolidate the IT process across the organization.
• Direct and ensure the responsiveness of data centers, technical service centers, help desks, communications networks (voice and data), and computer systems operations.
Policy and Community Relations
• Participate in organizational policy development as a member of the senior management team.
• Develop and lead policy development as it relates to Electronic Health Records (EHR) and other information management and technology-driven health care innovations.
• Represent the organization from a technology perspective to partners, coalitions, government and community organizations, and technology trade groups; play a vocal and visible role.
• Remain up to date on healthcare-related technology innovation, and technology-related audit best practices, including local laws regarding operations.
Risk Management
• Align IT risk management with organization-wide risk management.
• Manage and maintain the integrity of all electronic and optical books and records of the enterprise.
• Interact with the senior management team to monitor and validate the organization’s compliance with information security policies; play a key role in defining these policies.
• Ensure compliance with legal and security requirements and/or other standards.
• Ensure maintenance of appropriate internal controls and security-related procedures.

Person Specification
• A Bachelor’s degree in Information Technology, Computer Science, or a related field. A Master’s degree will be an added advantage
• Recognized relevant professional qualifications and/or certifications (Oracle DBA Certified, MS SQL Certified, Project Management - Prince 2, Agile or PMP)
• At least 10 years work experience in IT and at least 5 years experience as a CIO or similar senior managerial position within a fast-paced and complex business setting; preferably in the healthcare sector.
• Experience in a senior role, partnering with executive staff, resulting in development and implementation of IT, information management, and business process management strategies. Understanding of various day-to-day hospital operations required.
• A proven track record managing an IT team in a complex environment and experience with hands-on leadership and operational roles as well as driving change within a large, business set-up.
• Knowledge of Health Information Systems (HIS), Financial Systems and HR Management Information Systems
