JOB DETAILS:
11. Senior Legal Officer- TWO (2) POSITIONS- NPSC SCALE 5- V/No. 13/2022
Gross Salary Scale: As per NPSC Salary Scale
Leave allowance: As existing in the Commission
Annual Leave: 30 working days per financial year
Medical Cover: As existing in the Commission
Terms of Service: Permanent and Pensionable

(a) Duties and Responsibilities Supervisory Responsibility
i. Provide legal opinion to the Commission;
ii. Carryout legal Research and prepare reports;
iii. Coordinate Legal interns and ensure they are adequately engaged;
iv. Provide mentorship to legal officers ;
v. Monitor, supervise, train and develop the Legal Officers/ Interns; and
vi. Monitor progress on the review of Appeal/ Court cases and make recommendations for improvement where necessary.
Operational Responsibility
i. Enter appearance and prepare pleadings on behalf of the Commission;
ii. Attend Court to represent the Commission and render legal opinions to service areas as requested;
iii. Prepare, review and interpret legal instruments the Commission is party and brief the manager on the outcome of Court cases and compliance thereof;
iv. Undertake legal compliance audit;
v. Prepare witnesses for trial;
vi. Prepare court attendance sheets;
vii. Undertake legal research and advice on legal issues;
viii. Undertaking research on different information to ensure the Commission is acting in accordance with all applicable laws;

ix. Liaising with external lawyers on all cases filed against the Commission to ensure instructions, witnesses and statements are procured on time; and
x. Representing the Commission in litigation, Appeals and Policy matters and attend to walk in clients at the division

(b) Requirements for appointment
i. Bachelor of Law degree from a recognized institution;
ii. Admitted as an advocate of the High Court of Kenya;
iii. A supervisory course from a recognized institution;
iv. Six (6) years of service with atleast three (3) years in a comparable position from a reputable organization; and
v. Proficiency in computer applications.
