The mandate of the ORPP is to register, regulate and administer the Political Parties Fund. The statutory functions under section 34 are founded by the basic requirements for political parties and the framework for political parties’ legislation under Article 91 and 92 of the Constitution.

Manager, Finance

Ref: RPP/1/2023

Duties and Responsibilities

  • An officer at this level will head the finance unit and will be responsible to the Director, Finance and 
  • Accounts. Duties and Responsibilities at this level will entail: 
  • Assisting in the management of the financial resources of the Office of Registrar of Political Parties; 
  • Participating in the development and implementation of financial management policies, standards, systems, strategies and procedures;
  • Providing advisory services with regard to financial matters; 
  • Co-ordination of budgeting for the Office of Registrar of Political Parties; 
  • Provision of advisory services with regard to resource mobilization and investment; 
  • Budget planning, preparation and implementation at ORPP;
  • Advising the accounting Officer on financial management matters; 
  • Developing supplementary financial regulations and procedures to enhance internal controls established through Treasury regulations and procedures;
  • Coordinating the preparation of the Expenditure Reviews;
  • Setting key performance targets with departmental staff and appraising them against agreed objectives; and
  • Any other lawful duties as may be assigned from time to time.

Requirements for Appointment
For appointment to this grade, an officer must have:-

  • Served in the grade of Senior Finance/ Budget Officer or Senior Accountant for a minimum period of three (3) years or in a comparable and relevant position in the public or private sector for accumulative period of at least nine (9) years;
  • Bachelor’s Degree in any of the following fields: Business Administration, Economics, Finance, Commerce or a financial related discipline from a recognized institution;
  • Masters Degree in Business Administration (MBA), Economics, Finance, Commerce or equivalent qualification from a recognized university;
  • Passed Part III of Certified Public Accountants (CPA) Examination or its recognized equivalent;                                                                                                                             
  •  Membership with the Institute of Certified Public Accountants of Kenya (ICPAK) in good standing;
  • Attended Strategic Leadership Development Programme course lasting not less than Six (6) from a recognized institution;
  • Met the requirements of Chapter Six of the Constitution; and
  • Demonstrated professional competence in financial management as reflected in work performance and results.

 

Administration Officer (1 Post)

Ref: RPP/2/2023

Duties and Responsibilities
Duties at this level will entail:

  • Facilitating repairs and maintenance of motor vehicles and buildings;
  • Compiling requests for operational services including transport and catering; 
  • Maintaining records on motor vehicles as required; 
  • Coordinating office maintenance and cleanliness;
  • Liaising with relevant departments for procurement requirements;
  • Overseeing daily and weekly cleaning of offices;
  • Ensuring that office furniture and equipment are maintained;
  • Processing and follow up of payments of all bills for common services and
  • Provision and maintenance of First Aid Kits; and 
  • Any other lawful duties as may be assigned from time to time.

Requirement for Appointment
For appointment to this grade, a candidate must have:-

  • Bachelor’s Degree in in any of the following disciplines: Social Sciences, Administration, Management or its equivalent qualification from a recognized institution;
  • Proficiency in computer application skills; and 
  • Met the requirements of Chapter Six (6) of the Constitution of Kenya, 2010

 

Office Administrator

Ref: RPP/3/2023

Duties and Responsibilities
An officer at this level will work under the guidance of a Senior Officer. Duties and responsibilities at this level will entail:

  • Taking oral dictation;
  • Managing e-office;
  • Word and data processing;
  • Operating office equipment and machines; 
  • Managing office protocol and attending to visitors/clients; 
  • Handling telephone calls and appointments; 
  • Ensuring security of office records, equipment and documents, including classified materials;
  • Establishing and monitoring procedures for record keeping of correspondence and file movements;
  • Preparing responses to simple routine correspondence; 
  • Processing and formatting documents for printing;
  • Maintaining office diaries and travel itineraries and protocol;
  • Planning and scheduling meetings;
  • Arranging conference rooms for meetings and trainings;
  • Taking minutes and writing reports;
  • Making hotel reservations and flight;
  • Managing of office petty cash; and
  • Any other lawful duties as may be assigned from time to time.

Requirements for Appointment
For appointment to this grade, an officer must have:

  • Bachelor’s degree in any of the following disciplines: Secretarial Studies or Business and Office 
  • Management from a recognized institution;

OR

  • Bachelor’s Degree in Social Sciences and Diploma in Secretarial Studies from a recognized instituition
  •  Bachelor’s Degree in Social Sciences and Business Education Single and Group Certificates (BES and GC) Stages I, II and III from the Kenya National Examinations Council in the following subjects:
  • Shorthand III (minimum 100 w.p.m.);
  • Typewriting III (50 w.p.m.)
  • Certificate in Computerized Document Processing III;
  • Office Management III/Office Administration and Management III
  • Business English III/Communication II
  • Secretarial Duties II
  • Office Practice II
  • Commerce II
  • Proficiency in computer applications
  • Met the requirements of Chapter six of the Constitution of Kenya

 

Accountant

Ref: RPP/4/2023

Duties and Responsibilities

  • Verifying vouchers and committal documents in accordance with laid down rules and regulations;
  • Capturing data, maintaining records such as cashbooks, ledgers, vote books, registers;
  • Preparing reports on imprest and expenditure returns;
  • Analyzing below the line accounts;
  • Receiving duly processed payments and receipt vouchers;
  • Writing cheques and posting payments and receipting vouchers in the cash books;
  • Balancing and reconciling cash books on daily basis;
  • Arranging for withdrawal of cash for office use and ensuring safe custody of the cash;
  • Extracting and providing cash liquidity analysis;
  • Ensuring security of cheques;
  • Paying personal and merchant claims guided by cash balances in the cash books and treasury regulations;
  • Receipting of all money due and payable to Office of the Registrar of Political Parties; and
  • Any other lawful duties as may be assigned from time to time.

Requirements for Appointment
For appointment to this grade, a candidate must have:

  • Bachelor’s Degree in any of the following disciplines: Commerce (Accounting or Finance option), Business Administration, Business Management, Finance or Accounting form a recognized institution;
  • Part III of the Certified Public Accountants (CPA) Examination;
  • Proficiency in Computer Applications; and
  • Met the requirements of Chapter Six (6) of the Constitution

 

Registration Officers (Field services)

Requirements for Appointment
For appointment to this grade, a candidate must have:

  • Bachelor’s Degree in any of the following disciplines: Laws and advocate of the High Court of Kenya, Public Administration, Political Science/Social Science or its equivalent from a recognized institution;
  • Met the requirements of Chapter six of the Constitution and
  • Proficiency in Computer Application Skills.

 

Compliance Officer (Field Services)

Requirements for Appointment
For appointment to this grade, a candidate must have:-

  • Bachelor’s Degree in any of the following disciplines: Laws and be an advocate of the High Court of Kenya, Public Administration, Political Science/Social Science or its equivalent from a recognized institution;
  • Met the requirements of Chapter six of the Constitution and
  • Proficiency in Computer Application Skills.

 

Records Management Officer (Readvertisement)

Ref: RPP/7/2023

Duties and Responsibilities

  • Implementing policies, procedures and guidelines on records management and documentation;
  • Overseeing prompt filing, dispatching of mails and retrieval of mails/records as and when required;
  • Classifying, coding and indexing of files and mails received as stipulated in the records management Manual;
  • Creating, maintaining, usage and disposition of records in accordance with the Records and Archives Disposal Act and other relevant laws;
  • Receiving and registering political parties’ records;
  • Coding and indexing of files as per the stipulated requirement;
  • Collecting and compiling of political parties’ data/records;
  • Keeping record of all mails received, dispatched and up-to-date record of file movement.
  • Keeping safe custody and confidentiality of ORPP records and information;
  • Storing and retrieving of political parties’ records;
  • Appraising and updating records for retention and disposal process;
  • Identifying and communicating potential risk pertaining to records management; 
  • Participating in automation of office records; and 
  • Any other lawful duties as may be assigned from time to time.

Requirements for Appointment
For appointment to this grade, one must have:-

  • Bachelor’s Degree in Information Management Science, Records and Information Technology, Archives and Records Management or its equivalent qualification from a recognized University;
  • Proficiency in Computer Application Skills;
  • Met the requirements of Chapter Six of the Constitution

 

Partnership and Linkages Officer

Ref: RPP/8/2023

Duties and Responsibilities 

  • Analysis of the Partnership and Collaboration needs of the Office;
  • Identifying potential partners and networks to contribute to the achievements of ORPP mandate;
  • Participate in the Development of resource mobilization strategies and advise management on complementary donor financial and technical support;
  • Advice ORPP on innovative strategies for partnership and promotion of democracy;
  • Coordinating national, regional and international partnerships activities;
  • Coordinate the signing of Partnership Agreements/MoUs between ORPP and Partners;
  • Assisting in documenting and negotiating agreements, protocols and contracts with external partners;
  • Updating of a database of Programme Partners and Donors;
  • Creating the proposals and presentations to enable partnership opportunities and following-up on conversations and processes;
  • Participate in the development and implementation of policies, procedures and methodologies consistent with building partnerships and collaborations; and 
  • Any other lawful duties as may be assigned from time to time.

Requirements for Appointment
For appointment to this grade, one Must have:-

  • Bachelor’s degree in Public Administration, Business Administration, Communication, International Relations, Political Science, or equivalent qualification from a recognized institution;
  • Knowledge in Project Management;
  • Proficiency in Computer Applications; and
  • Met the requirements of Chapter Six (6) of the Constitution.

 

Clerical Officer

Ref: RPP/9/2023

Duties and Responsibilities

  • Sorting, filing and dispatching letters;
  • Maintaining an efficient filing system;
  • Compiling statistical records;
  • Processing appointments, promotions, discipline, transfers and other related duties in Human resource management;
  • Preparing payment vouchers;
  • Compiling data and drafting simple letters and 
  • Any other lawful duties as may be assigned from time to time.

Requirements for Appointment
For appointment to this grade, a candidate must have:

  • Kenya Certificate of Secondary Education mean grade C- or its equivalent from a recognized institution; and
  • Certificate in Computer Application Skills from a recognized institution

 

Driver

Ref: RPP/10/2023

Duties and Responsibilities
An officer at this level will work under the guidance of a Senior Officer. Duties and responsibilities at this level will entail:

  • Driving motor vehicles in the authorized grade;
  • Carrying out routine checks on the vehicle’s cooling, oil, electrical and brake systems and tyre pressure;
  • Ensuring that work tickets are authorized;
  • Ensuring security and safety for the vehicle on and off the road;
  • Ensuring safety of passengers and/or goods therein;
  • Adhering to the ORPP’s transport policies and guideline
  • Maintaining daily cleanliness of the vehicle; and 
  • Any other lawful duties as may be assigned from time to time.

Requirements for Appointment
For appointment to this grade a candidate must have:-

  • Kenya Certificate of Secondary Education (KCSE) mean C Minus or its equivalent qualifications from a recognized institution;
  • Valid Driving License free from any current endorsement(s) for classes of vehicle (s) the officer is required to drive;
  • Passed Occupational Test Grade III for Drivers;
  • Defensive Driving Certificate from the Automobile Association (AA) of Kenya or its equivalent qualification from a recognized institution;
  • Suitability Test for Drivers Grade III conducted by the Ministry of Transport;
  • Valid Certificate of Good Conduct from the National Police Service; 
  • Certificate in First Aid Course lasting not less than one (1) week from St. Johns Ambulance or any other recognized institution

 

Support Staff

Ref: RPP/11/2023

Duties and responsibilities
Duties at this level will entail:

  • Cleaning of offices;
  • Recording and dispatching letters, files and documents;
  • Assisting with simple clerical work;
  • Preparing and serving tea;
  • Keeping safe custody of cleaning equipment and materials;
  • Planting, weeding and pruning/mowing gardens; 
  • Collecting, assembling and disposing waste; and 
  • Any other lawful duties as may be assigned from time to time

Requirements for Appointment
For appointment to this grade a candidate must have:-

  • Kenya Certificate of Secondary Education Mean Grade D or any other equivalent qualification from a recognized institution;
  • Certificate in Computer Application Skills from a recognized institution; and
  • Met the requirements of Chapter Six (6) of the Constitution of Kenya
