DESCRIPTION: Provision Of Automated Revenue Collection And Management System

Kisii County Government intends to implement a fully integrated revenue management solution to improve County Revenue Collection and Management and to ensure efficient service delivery.

The purpose of the EOI is to enable us to develop a shortlist of firms to be invited to submit detailed proposals for the assignment.

The system shall:

• Support revenue collection and management across the county from all revenue streams
• Provide a standard API to allow integration with current and future county information management systems. Interface with IFMIS revenue component.
• Work within existing policies and regulations without going against any existing laws including Public Finance Management Act 2012.
• Be flexible enough to allow SaS model or total ownership by the county where necessary.

Interested firms must:

• Comply with all relevant statutory and regulatory requirements in Kenya.
• Where consortiums participate, provide documentations for the said partnership and role for each party. Demonstrate evidence of a history and capabilities to handle such systems of not less than 3 years.
• Familiarity with existing policies, regulations and acts governing various revenue streams.

Interested consortiums/tenderers are advised to submit their documents via the IFMIS portal for the Negotiation No. 1160682-2022/2023.

Completed tender documents must be submitted through the Integrated Financial Management Information System (IFMIS) supplier portal so as to be received on or before 6th January, 2023 at 10.00 am East African Time. Opening of Bids will take place immediately thereafter in the presence of the firm's representatives who choose to attend at the Kisii County Treasury headquarter, Block A, Procurement Pool office, room 2.
