The Need
International Justice Mission is a global organization that protects people in poverty from violence. IJM partners with local authorities in 33 program offices in 23 countries to combat slavery, police abuse of power, violence against women and children, and other forms of abuse against people who are poor. IJM works to rescue and restore victims, hold perpetrators accountable, and help strengthen public justice systems. Started in 2001, M's office in Kenya works to combat police abuse of power against people who are poor, as well as sexual violence against children Inspired by God's call to love all people and to seek justice for people under oppression, IJM works with bcal authorities to protect people in poverty from violence, without regard to religious background and beliefs or any other factor and seeks to work alongside all people of goodwill.
IJM is looking for passionate individuals to provide leadership and collaboratively work with Government agencies, civil society, churches and other partners.
The successful candidates will lead in designing and implementing initiatives aimed at developing changing legislation and policies in the Criminal Justice System, leading to a reduction of violence against people who are poor. The successful candidates will so work closely with other UM Senior Managers to ensure that organizational specific goals are achieved Qualified applicants are invited to apply for the following open positions:
Technical Lead, Police Partnerships
The successful candidate will develop and maintain strategic partnerships within the National Police Service (NPS). National Police Service Commission (NPSC). Independent Polling Oversight Authority (IPOA). Witness Protection Agency (WPA) Internal Affairs Unit (IAU) among others with the view of building capacity of these agencies to end police misconduct within the National Police Service. He/She will also work with grassroots community-based organizations, Human Rights Defenders (HRDS) and build their capacity in documenting and demanding for government action over human rights violations. All these initiatives are aimed at having a National Police Service that upholds a culture of professionalism and respect for the rule of law.
Responsibilities
1. Provide technical support to all investigative functions of the organization
2. Lead in internal and external capacity building in collaboration with Law Enforcement Agencies
3. Envision, design and implement programs that are aimed at enhancing professionalism, accountability and respect for the rule of law by law enforcement agencies
4. Develop and maintain robust relationships with key staff of law enforcement agencies such as IPOA, IAU.NPS, NPSC and WPA
5. Draw budgets and proposals for activities, events, programs, and grants for investigations
6. Perform oversight functions within the investigations arm of the organization
7. Mobilize Community based organizations and law enforcement agencies with a view of creating collaboration platforms to build trust for better working relationships.
Requirements
1. A Bachelor Degree in Arts, Criminology, public administration, social sciences, or any other related field:
2. Minimum of seven years of experience in criminal investigations with either a public law enforcement agency in Kenya, an international human rights agency, a policing oversight agency, a private investigations firm or military or national security agency:
3. Knowledge of the legal and regulatory framework governing criminal investigations in Kenya,
4. Five years working in criminal investigation, policing oversight or special operations preferred
5. Training in policing oversight, criminal investigation or related field
