INTRODUCTION

DANIDA provided a four (4) year funding support to Save the Children International (SCI) and SCI Pan Africa Advocacy Office (PAO) who partnered with Africa Capacity Alliance (ACA) in a project dubbed Danida LOT CIV - Realizing children (girls and boys) and youth’s rights to protection and participation through enhanced capacity of Regional (HoA) Civil Society Organizations (CSOs) implemented between 2018 and 2021 to achieve the following outcomes:

i. Capacity of Regional CSOs and youth networks strengthened.

ii. Regional CSOs’ and youth networks’ advocacy informed by gender-sensitive evidence at sub-regional level.

iii. CSOs, children and youth priorities are captured into AU, IGAD and HoA governments’ decisions and policy outcomes.

iv. State accountability for children and youth protection and participation rights strengthened at regional level.

BACKGROUND INFORMATION

Danida LOT CIV project is ending in December 2021 and thus in its closing out phase. ACA and its’ seven CSO partners/networks[1] within the East and Horn of Africa region have been instrumental in realising and implementing the project’s intended objectives and outputs. ACA and CSO partners/networks are focused on reflecting on the gains that have been made, lessons that have been learnt, and challenges that we encountered within the four (4) year project phase.

Thus, the proposed review and reflections for ACA and its’ CSO partners/networks aim to identify and record lessons and knowledge arising out of the project and celebrate project accomplishments.

  1. PURPOSE OF THE CONSULTANCY

Africa Capacity Alliance is seeking to engage the services of a qualified consultant on a short-term assignment to facilitate an end of project review and partners’ reflections for the Danida LOT CIV project is closing out as of 31st December 2021.

The consultant will be tasked with offering technical support to ACA & its’ national level CSO partners/networks in the HoA region to:

  1. Identify and assess the achievements of the Danida LOT CIV project in the implementing countries, including Kenya, Uganda, Ethiopia, South Sudan, and Somalia (Somaliland).

  2. Undertake a CSO partners’ reflections to identify and record the gains made, lessons learnt as well as challenges faced during the project implementation phase.

  3. Explore the potential for sustainability post-project implementation.

  4. To assess to what extent an additional project phase will contribute to protecting child rights in the East & Horn of Africa region.

  5. Undertake a comprehensive assessment of the impact of COVID-19 in the CSO partners’ implementation of the project deliverables at the in-country levels.

OUTPUTS/DELIVERABLES OF THE CONSULTANCY

The duration of the assignment will be six days and the expected deliverables are :

  1. An inception report detailing how the review and reflection workshop will be undertaken.

  2. A comprehensive assessment report enumerating the results of the Danida LOT CIV project in the implementing countries, including Kenya, Uganda, Ethiopia, South Sudan, and Somalia (Somaliland).

  3. A finalized consultancy report highlights the partners’ reflections, post project sustainability, and a renewed project phase potential.

  4. A finalized report of the impact of COVID – 19 in the CSO partners’ implementation of the project deliverables at the in-country level.

COMPETENCIES AND QUALIFICATIONS

  1. Master’s Degree in Research, Monitoring & Evaluation, International Relations/Development, Humanitarian Affairs, Public Policy and/or Governance, or any related Social Sciences field.

  2. Demonstrable skills, knowledge, and expertise in research, monitoring, and evaluation.

  3. Experience working with CSOs partners and networks in the East & Horn of Africa region.

  4. Demonstrated experience and expertise (at least 5 years) in multi-methodological and interdisciplinary approaches and data collection and analysis techniques in evaluating developmental programmes.

  5. Excellent track record in designing and undertaking qualitative and quantitative research, analysis, and evaluation.

  6. Strong analytical and conceptual skills to clearly synthesize and present findings, draw practical conclusions, make recommendations, and prepare well-written reports on time.

  7. Ability to conduct high-quality research, meet deadlines and respond to requests and feedback provided timely and appropriately.

  3. A detailed budget for the assignment quoted in USD.
  4. A detailed curriculum vitae of the proposed consultant(s) (not more than 4 pages for each) with referees.
  5. An excerpt of similar assignments.
