Key Duties and Responsibilities:
1. Reporting directly to the Managing Director, the Supply Chain Manager will be responsible for providing leadership in sourcing of goods and services of the Authority while ensuring compliance with standards, regulations and relevant laws in procurement.
2. Ensure the correct interpretation and implementation of the Public Procurement and Asset Disposal Act, 2015, regulations, procedures and other legislations that impact on Supply Chain Management;
3. Advice on all policy matters pertaining to procurement and supplies;
4. Prepare the Annual Procurement and Disposal Plans
5. Develop negotiation Strategies and close deals on optimal terms;
6. Develop, lead and execute procurement and supplies strategies;
7. Partner with stakeholders to ensure clear procurement terms of reference;
8. Overseeing implementation of e-procurement strategies;
9. Overseeing the implementation of performance appraisal systems
10. Operationalization of the e-government procurement strategies and inventory management;
11. Advising on outsourcing of the procurement and disposal functions;
12. Secretary to the Tender Processing Committee;
13. Prepare and ensure implementation of procurement policies, procedures and manual;
14. Collaborate with other departments to identify or pre-qualify new suppliers;
15. Track and report key functional metrics to reduce expenses and supervising the work of other member of staff;
16. Carry out internal monitoring and evaluation on procurement; assessing and measuring the performance of suppliers and contractors;
17. Introduce modern inventory management techniques and approaches and disposal of unserviceable stores;
18. Ensure accountability and prudent management of resources and assets and ensuring compliance with principles and values of good governance transparency, accountability, ethics and integrity;
19. Ensure accountability and prudent management of assets;
20. Responsible for giving procurement professional Opinion to the Accounting Officer
21. Plan the work of subordinates deployed in the section;
22. Appraise/evaluate subordinate’s performance;
23. Responsible over assigned assets;
24. Perform any other duty that may be assigned including appointment to various committees.

Requirements for Appointment:
1. A Bachelor’s degree in Business Administration, Commerce, Procurement and Supplies, Management, or an equivalent business degree from a recognized institution.
2. Must be a holder of a Graduate Diploma in Purchasing & Supplies (MCIPS/MKISM
3. Master's Degree in Procurement and Logistics Management will be an added advantage
4. Membership of good standing in a professional body (CIPS or KISM)
5. Must be a current licensed procurement practitioner by KISM
6. At least 8 years' experience in Purchasing & Supply Chain Management, of which 5 years must have been in a senior Managerial position
7. Thorough understanding of the Public Procurement and Asset Disposal Act 2015 and Regulations
8. Proficiency in ICT skills
9. Communications, Negotiation & Leadership skills
10. Contractual and Project management skills
11. Interpersonal and analytical skills
12. Organized, decisive and focused
13. Unquestionable character and integrity
