JOB DETAILS:
Médecins sans frontières (MSF) or Doctors Without Borders, is an international humanitarian-aid non-governmental organization (NGO) and Nobel Peace Prize laureate, best known for its projects in war-torn regions and developing countries facing endemic diseases.

The Supply Chain Manager provides operations support on all issues related to the supply chain of missions in the cell 6 portfolio (when taking up this role, this will be South Sudan, Liberia, of Chad and the reintegration of Sudan planned by June - subject to modifications depending on emergency situations).
• You are under the hierarchical responsibility of the Cell Manager (RC) and work in close collaboration with all members of the cell (Med, Log, HR, Fin).
• You are also under the functional responsibility of the procurement manager of the Purchasing & Supply department and collaborate with the business representatives of this department, as well as with the Supply Chain managers of the other units.
• As a member of the cell team, you participate in defining the program objectives of the portfolio countries and their management.

Your main activities are:
Be responsible for the purchasing and supply strategy for portfolio missions
• Support and support the coordination of each portfolio mission on the definition, update and implementation of a strategy for all pillars of the Supply Chain (planning, local purchasing, order management, inventory management, warehousing, transport, imports).
• Analyze Supply Chain issues specific to the unit’s countries, identify risks and implement mitigation measures
• Ensure that monitoring of markets and country constraints is in place to enable agile adaptation of the strategy
• Ensure that the strategic and critical suppliers selected are those who best meet the expressed need, within the framework of existing policies and procedures
• Identify opportunities to improve supply chain efficiency and support decision-making for medical and logistics functions, taking into account operational and budgetary impacts
• Develop purchasing and supply scenarios in line with the ePrep strategy in close collaboration with logistics, medical and operational managers
• Maintain links with peers from other sections present in the portfolio countries to share information, promote synergies and optimize resources where relevant; best collaborate with the regional supply network and determine the right level of interaction with it.
Coordinate the operational implementation of the purchasing and supply policy on the missions in its portfolio:
• Guarantee the dissemination and compliance with Supply Chain policies, procedures, tools and best practices, ensure their effective application in the unit's missions and the adequate justification of exceptions
• Supervise and advise the implementation of the operational supply chain by field teams: identification of the various relevant local or regional purchasing sources, positioning and sizing of stocks, entry and transit points, international modes of transport and local
• Inform the rest of the unit of the specific Supply Chain issues of the programs and alert on the risks and constraints having a potential impact on operations
• Be responsible for adapting procedures to the context by relying on business advisors/experts
• Define the measures to be put in place to ensure reduced exposure to the risk of fraud, in collaboration with the logistics, medical and financial managers of the unit, as well as internal control

Functionally manage the teams in the field within its scope:
• Supervise, advise, provide support, motivate, and develop the skills of coordinators in charge of the Supply Chain and all field Supply Chain staff, where applicable by mobilizing support teams (referents, flying) for targeted visits
• Participate in the orientation and evaluation of their work in collaboration with the Head of Mission, in particular through a roadmap for SupplyCo and/or STL positions
• Guarantee the adequacy of the operational objectives of the programming defined by the SupplyCo
• Ensure the appropriate composition of the field Supply Chain teams by advising missions on the HR set-up and by collaborating with pool management and the Purchasing & Approval department on matching
• Participate in the development of supply teams as a whole, and in the identification of future executives
• Make regular visits
Be responsible for monitoring and analyzing your activity & participate in financial monitoring:
• Evaluate and analyze the progress of the supply chain activities of the unit's missions, define objectives according to the KPIs used and ensure the implementation of corrective actions if necessary
• Guarantee the feedback of information necessary to manage its activity, and ensure reporting to its functional and hierarchical managers
• Participate in budget development and budget monitoring; in particular monitor supply chain costs and identify optimization opportunities and the action plan to achieve them
Supervise the tracking of international orders and international freight
• Support the logistics and medical managers of the cell and missions in the development, analysis and monitoring of international orders and ensure fluid communication and adequate information sharing with MSF-Logistics and Departure Locker contacts.
• Assist in decision-making on transport modes, freight consolidations or sourcing strategies taking into account operational and budgetary impacts

Transmission of skills and capitalization:
• Ensure the capitalization of knowledge and methods acquired in the field, write feedback and ensure adequate archiving of key documents and information in your field for the unit's missions
• Ensure briefings and debriefings of IMS on all supply and pharma positions (including the organization of Purchasing & Supply and MSF Logistics department briefings when relevant), and participate in briefings and debriefings of all coordinators
• Participate in the training of supply chain, pharma and logistics managers in the field or during international sessions (SUFITRA, SUTETRA, SUMATRA, TLB, etc.)
Participate in the life of the unit and the Purchasing & Supply department
• Participate in meetings or other team and department events
• Contribute to cross-functional projects and institutional objectives related to the Supply Chain (e.g. reduction of the carbon footprint of freight and purchasing, “know your partner”, supply chain transformational topics)
• Collaborate with the business and tools department on the continuous improvement of the Supply Chain repository, as well as with the Global Procurement Unit, BI, MSF Log.
• If necessary, provide backup to another Supply Cell (short periods)

Experiences:
• Significant experience of 2 years in supply chain in the humanitarian field, including experience as a Coordinator (supply, log, pharma) is essential.
• MSF OCP experience is desirable.
• Experience in the private sector in positions of responsibility in several areas of the Supply Chain (supply, transport, purchasing, stocks) is an asset
• Languages: Fluent French and English at minimum B2 level (written and oral)

SKILLS :
• Know supply chain techniques and tools
• Know how MSF operations work. Knowledge of one or more portfolio missions is a plus.
• Project management concepts
