JOB DETAILS:
The International Foundation for Electoral Systems is currently recruiting a Strategic Communications Specialist for the FCDO-funded project, the Kenya Elections Support Programme (KESP). The consultant will offer technical and advisory services on high-level elections communications to the Office of the Chairperson of the Independent Electoral Boundary Commission (IEBC). Specifically, the Strategic Communications Specialist will provide high impact strategic communications support to the IEBC along
Job Responsibilities:
• The major duties and responsibilities associated with the role are the following:
• Undertake a high level internal and external communications analysis to identify strengths, weaknesses, risks, and opportunities.
• Draft guidelines, policies and procedures which support high level communications for the Office of the Chairman as needed.
• Advise the IEBC on social media monitoring, social listening, and machine learning methodologies to track and analyze data that might impact the IEBC or election process.
• Facilitate training and capacity building on social media monitoring tools and social listening methodologies.
• Draft an Issues Management Plan for the IEBC.
• Draft a crisis communications strategy and reputation management plan for the IEBC.
• Facilitate tabletop simulations with the commission on the four phases of the crisis management cycle.
• Provide expert counsel and assist the commission to deliver a crisis response plan as needed in a hands-on capacity.
• Draft a high-level stakeholder engagement plan and media response strategy with the partnerships department, communications department, and the Office of the Chairman.
• Provide counsel to the Office of the Chairman to draft key messages to the public as needed.
• Advise on strategic responses to flagged communications risks in relation to the 2022 elections.
• Provide hands on counsel to the Office of the Chairman as needed.
Education and Qualifications for this position should include:
• Bachelor’s Degree (Master’s Degree strongly preferred) in communication, Public Relations, Media Relations, Behaviour Change Communications, political science, project management, or another relevant field.
• A minimum of seven (7) years of relevant experience in one or more of the following areas: public relations, communications, or advocacy, of which 3-5 years at the senior level required.
• Demonstrated knowledge and experience in media relations in Kenya, using traditional and social media, multi-media and a variety of platforms required.
• Good understanding of Kenya’s electoral process, challenges, and priorities
• Experience with communication planning
• Experience working on democracy and governance programs.
• Demonstrated professional experience and knowledge in strategic communications and institutional capacity building.
• Ability to work with senior leaders, respond to changing priorities, and adapt writing style to meet the needs of audiences at various levels.
• Experience with consulting, including high level consulting.
• Possession of excellent verbal and written communications skills, including editing.
• Experience in crafting and disseminating a range of high quality and engaging products in English in a range of media.
Additional skills and specifications
• Demonstrated in-depth knowledge of strategic communications in politically sensitive contexts, particularly as relates to elections.
• Demonstrated skills in institutional capacity building
• Demonstrated ability to provide political neutral and non-partisan counsel to high level stakeholders.
• Ability to work in political sensitive environments and under political pressure.
• Ability to remain highly organized while handling multiple tasks under tight deadlines.
• Ability to complete tasks with limited supervision
• Excellent reporting and document handling skills
• Excellent communication skills and able to work with IFES program and administrative staff to identify and resolve issues.
• Willingness to adhere to all principles of confidentiality.
• Must value operating in a collaborative and cooperative environment
• Ability to show initiative, good judgment, and resourcefulness.
• Training/facilitation skill/ qualification is an advantage.
• Ability to manage multiple tasks and deadlines simultaneously.
• Ability to utilize social media effectively
• Ability to work successfully in a conflict, crisis-affected contexts under changeable and complex circumstances.
• Proficiency in crowd Tangle, word, Power point, Outlook, and Excel.
