Summary
The Senior Manager, Supply Chain will be a key technical lead supporting Lwala Community Alliance and the Migori County Team advocating for investments in supply chain for community health. This role will provide technical leadership on implementation of community health supply chain improvement activities including the roll out of data collection tools and a logistics information management system while also providing mentorship and on-going training support needs to the county health team and at the facility and community health level on supply chain management.
This role will be part of the Supply Chain Global Technical Team and will be based in Migori County, Kenya. A successful candidate will have relevant experience implementing supply chain improvement activities at the county and community levels.
Description
Essential Duties and Responsibilities include the following. Other duties, responsibilities, and activities may change or be assigned at any time.
• Supply Chain Advocacy(10%): In consultation with VillageReach supply chain global technical team and Lwala, support the County HPTU in developing a clear advocacy strategy for amplifying supply chain needs and planning considerations for CHWs in county level SCTWGs. Advocate for increased funding support for community health needs and for inclusion of community health commodity requirements within the county forecasts. Develop and collaborate with other community health organizations at the county level to enhance alignment and leverage on existing investments in community health supply chain.
• Technical (60%): Working together with the VillageReach Digital solutions team, conduct assessments to document existing digital solutions in use within Migori County and develop a strategy and roadmap for implementation of digital solutions for community health. Support the county health team with implementation of data collection tools to aid in forecasting and quantification for community health needs. Support the development of a roadmap for implementation of the logistics management information system. Provide capacity building and mentorship on supply chain management for CHWs/CHW Supervisors. Provide technical leadership for the day to day implementation of all supply chain improvement activities in the areas of supply chain assessments, supply chain system design, warehousing and inventory management, transportation and distribution, forecasting and supply planning and supply chain performance management.
• Business Development (10%): Working together with the VillageReach Supply Chain team, conduct business development activities, including identifying, cultivating and securing funding opportunities for VillageReach, develop and contribute to request for proposals or other funding opportunities for the continued growth and expansion on the program.
• Stakeholder Engagement (10%): Engage with the National and County HPTUs, the Community Health department, Migori County MoH team and other supply chain and community health partners at the county level and identify opportunities for collaboration and or leveraging their existing investments to strengthen community health supply chain.

Requirements

Supervisory Responsibilities:
Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work; monitoring performance; rewarding and disciplining employees; and addressing complaints and resolving problems.
Education & Experience:
• Bachelor’s or graduate degree or equivalent in pharmacy, supply chain management, public health, international development, business or related field.
• Minimum 10 years’ work experience working in supply chains within public or private sector.
• Demonstrated leadership qualities, depth and breadth of technical, management expertise for complex programs in resource-constrained countries;
• Demonstrated experience interacting with government agencies, host country governments and counterparts, and international donor agencies; excellent networking and partnership building skills
• Excellent planning and prioritization skills as well as creative problem-solving and analytical skills;
• Experience working within global health supply chain will be an added advantage.
• Experience working with government partners at the county level
• Demonstrated knowledge and understanding of supply chain systems and data flow at the community level
• Understanding of the challenges with commodity availability at the community level
• Experience providing consulting services, specifically supporting the implementation of changes to Ministry of Health processes, systems
• Experience working with geographically distributed teams
• Readiness to travel in-country 30-40% of the time to supervise project activities at the county level

• Eligibility to work in Kenya and excellent understanding of country health system
• Demonstrated understanding of challenges with working in rural, underserved and low-income context; experience living in and/or working in a low-income country a plus.
• Proficient in Microsoft Office Suite (Word, PowerPoint, Outlook, Excel) and comfortable in a fast-paced technical environment.
• Fluency in English and Swahili with professional proficiency in writing and speaking
• Consulting skills to design engagements and manage complex stakeholder environments
• Collaboration skills to develop and manage relationships with clients (TA providers) and key stakeholders
• Communications skills to present convincingly to senior government officials, TA partners and conference audiences
Environment and Physical Demands:
VillageReach has no private offices, employees work in a shared, open environment with task and conference rooms accessible to employees for privacy and meetings. The noise level in the work environment is usually quiet. Due to the time zone differences between our USA office and our Country Offices and location of other global staff, US based staff are expected to be available for early morning meetings starting at 6am. In addition, our Regional Africa based staff and Country office staff are expected to be available for late afternoon/evening meetings up to 6pm.
