Salary: £54,131 to £66,539 per annum
Full-time, Fixed-term appointment with possibility of extension
Based in Kenya
We are looking to recruit an experienced Senior Technical Specialist to work within the Global Fund & Allied Programmes Programme Unit (GFAPU) and will be based at the LSTM Kenya office in Nairobi, Kenya with extensive travel to a portfolio of countries for technical delivery and business development activities.

About Global Fund & Allied Programmes Programme Unit
The GFAPU is a recipient of funding from the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) and its Principal Recipients to provide support for improving quality of integrated HIV.TB and Malaria Services in Antenatal and Postnatal Care in designated countries.
The GFAPU is focused upon the provision of technical assistance and expertise in maternal and newborn health (MNH) in designated countries.
The post-holder has overall responsibility for the quality and provision of advice and technical support to multi-disciplinary teams and partner organisations.
This will support the development and delivery of complex interventions that improve MNH outcomes specifically related to:
• Health Systems Strengthening
• Antenatal and Postnatal care
• Skilled Birth Attendance
• Quality of Care

Key responsibilities are but not limited to
• Provide technical support and advice in the development, delivery, and measurement of MNH interventions and in updating and adapting relevant guidelines, materials, and tools
• Support the coordination of country programme planning and ensure compliance with contract deliverables and agreed work plans
• Collaborate and coordinate with Ministries of Health to deliver the most effective service improvement programme in MNH
• Collaborate and coordinate with partners and stakeholders on programme design and delivery, including representing the programme at meetings
• Lead on the delivery of the GFAPU programme of work to strengthen the capacity of supported country counterparts for improved MNH care
• Advise/monitor the development and conduct of baseline/impact surveys and other monitoring and evaluation activities
• Lead the development of new business by developing relationships with funders prospective funders, and other key stakeholders
• Liaise with relevant stakeholders, including donors and government counterparts to provide regular updates on latest developments related to MNH, including business development opportunities
• Facilitate the development of networks and relationships with implementing partners and other counterparts, including identifying key partners and individuals to deliver new programmes
• Ensure technical interventions in GFAPU Country programmes are delivered to agreed LSTM technical quality, standards and work plans; initiate immediate effective corrective action and prompt upwards reporting against agreed tolerance levels

The Candidate:
To apply you must have a Postgraduate level degree or equivalent in a relevant subject area (e-g.. Public health, Globalhealth. Business Administration and an MBBS) with significant clinical experience in Obstetrics and Gynaecology or Midwifery qualification with clinical experience in maternity services at a senior level. .
• Good understanding of current internationally agreed strategies to address sexual and reproductive health (SRI) and MNH needs
• Knowledge of specific thematic areas: maternity services, esp.antenatal and postnatal care, and quality improvement
• Fluency in written and spoken English
• Senior level experience of successful management and implementation of sizeable researcher technical assistance programmes [value in excess of Elmillion)
• Significant experience of providing high quality technical assistance at senior level including at national or country level in the area of sexual and reproductive health and in particular maternal and new-born health
• Significant experience of providing high quality expertise in the design and/or implementation of monitoring and evaluation and/or operational research and/or other data generating activities relating to improving MNH and/or SRH
• Experience of working at senior level with the Ministry of Health, bilateral donors, and UN organisations in a variety of country settings .
• Good understanding of qualitative and quantitative research methods
You will have excellent interpersonal communication skills with the ability to interact effectively with partners and be able to undertake regular travel to the country programmes and ability to travel at short notice.
