Instiglio is a non-profit consulting firm whose goal is to reshape expectations, raise performance standards, and maximize the impact of the development community. To do so, since our founding in 2012, we have pioneered novel Results-Based Financing (RBF) and Performance Management approaches in developing countries to ensure that every dollar invested in solutions to poverty has the greatest possible impact. Instiglio is helping to build a global results movement in major social sectors, including livelihoods, agriculture, education, health, employment, and governance.
During our journey, we have worked with a range of actors; including governments (e.g., Governments of Colombia, Peru, Morocco, and Egypt), multilateral development banks (e.g., World Bank, Inter-American Development Bank), development aid agencies (e.g., USAID, MCC, DFID, GAC, SECO), service providers (e.g., Educate Girls, Mercy Corps, World Vision), and private foundations (e.g., IKEA Foundation, UBS Optimus Foundation, Fundación Corona, Fundación Bancolombia). Instiglio has successfully launched RBF projects in over 25 Latin American, African, and South Asian countries, totaling over $500 million tied to results. Particularly important milestones include the world’s first Development Impact Bond (education, India); the first Social Impact Bond launched in a middle-income country (workforce development, Colombia); the first Outcomes Fund (poverty graduation, Kenya and Uganda); and the launch of performance-based contracts with governments in Africa (employability, Morocco). Instiglio has also advised pioneer RBF transactions in the areas of agriculture and rural development in Colombia and Peru with the Canadian (GAC) and Swiss (SECO) development aid agencies, respectively. Furthermore, Instiglio has increasingly supported governments in strengthening their systems of delivery through multi-year reform processes.
THE TEAM
We are a diverse team of 50+ people, representing 10+ nationalities, with offices in Colombia (HQ), Kenya, Morocco, Peru, and the USA. Our team of practitioners has extensive development and government experience, including previous roles in impact evaluation (e.g., J-PAL), development banks (e.g., World Bank), country governments (e.g., Rwanda Ministry of Finance, Colombia’s National Planning Department, Congress of Colombia), and research (e.g., Harvard’s Center for International Development).
Instiglio’s Partnership with the Global Fund
The Senior Technical Advisor is a 2.5 year contract position for Instiglio to provide Technical Assistance (TA) to The Global Fund and its country partners in the delivery of programs which ensure the effective utilization of the private sector in responding to the three diseases (HIV, Malaria and Tuberculosis). The objective of the Private Sector Engagement Strategic Initiative (PSE SI) is to support countries to utilise the private sector to deliver more impactful responses to the three diseases, connecting spend better with delivery and increasing program performance in terms of both quantity and quality.
The Global Fund is a partnership designed to accelerate the end of AIDS, tuberculosis and malaria as epidemics. As an international organization, the Global Fund mobilizes and invests more than US$4 billion a year to support programs run by local experts in more than 100 countries.
Instiglio will work with the Global Fund’s Private Sector Engagement Strategic Initiative (PSE SI) to support grant recipient countries to harness private sector actors to deliver more impactful responses to specific diseases. This work builds on a previous phase where the Global Fund identified suitable project opportunities. In the current phase, we will provide technical assistance to the country entities for programme commissioning and delivery of the solutions, which will provide lessons to inform the development of PSE policy and guidelines for the Global Fund.
THE ROLE
Instiglio is seeking a Senior Technical Advisor that will assume responsibility for program commissioning and implementation and a monthly presence in two of the following countries (to be finalized upon contract award): Philippines, Pakistan, South Sudan, Nigeria, Niger, DRC, Malawi, Ghana, Uganda, Botswana, eSwatini, Lesotho, and Namibia.
As the Senior Technical Advisor, you will work closely with the country entity, the Global Fund PSE team and in-country partners (e.g., government, service providers) to design, mobilize and performance manage programs and build capacities. You will oversee the work of two in-country Performance Analysts (one per country) while being supported by a central support team made up of dedicated Instiglio team members. To facilitate country ownership, the applicant is expected to travel frequently to facilitate a monthly in-country presence in each of the two countries.
In this work, you will gain expertise in developing and supporting the implementation of results-based contracts, building a thorough understanding of different design choices and resolving implementation issues. You will guide stakeholders and clients through difficult yet important adaptations of their practices, translating complex concepts into easy-to-understand insights. You will build rapport with partners by understanding their needs and adding value to their mission.
In this role, you will be responsible for;
• Delivering technical assistance to the Global Fund team to refine the programme design from Phase One
• Finalising the design and stakeholder commitment to activity and result-based contracts to engage private service providers to serve vulnerable populations and deliver health outcomes (building on a previous phase)
• Mobilizing and supporting delivery (including performance management) of the results-based contracts
• Drawing up and managing operating budgets and models, linking expenditure with performance;
• Supporting the procurement of service providers, including undertaking market engagements, developing selection criteria and terms of reference
• Using data to drive performance, including supporting service providers to set-up and operate their own data systems
• Developing and delivering capacity building programs and change management strategies on the contracting and delivery side, supporting both the service providers to deliver the desired health results and the government with any related needs, including planning for further adoption or scale-up
• Project planning and management and stakeholder engagement and relationship management
This position will be based in Nairobi, Kenya and is contingent upon contract award to Instiglio.
REQUIRED QUALIFICATIONS
• Experience: At least 6 years of experience, including 4 years of relevant work experience in International Development, Consulting and/or in the Public Health sector.
• Demonstrable experience of building capacity of private sector providers of services in the health or social development sectors and/or the organisations that purchase those services
• Proven experience of project delivery in low-income countries including a strong emphasis on performance management
• Proven track record of delivering programme outputs, including producing high-quality written content (e.g., reports, technical or operational guidelines etc.), and achieving desired results
• Track record of coordinating and quality assuring the work of teams, including consultants
Education:
• Master’s degree or equivalent in Public Health, Health Economics, Economics, Statistics, Public Policy, Public Administration, Business, or related fields.
• Language skills:
• Exceptional written and oral communication skills in English - C2.

PREFERRED QUALIFICATIONS
Demonstrated experience:
• Design and implementation of Results-Based Financing, Performance Management, or other practical experience with results-oriented contracting
• Working at the strategic and operational level, with partners including governments, donors and private sector service providers in middle- and low-income countries
• Service mobilization, and delivery, including procurement of providers, development of performance and quality management systems
• Developing and delivering capacity building programs to people on the contracting or delivery side;
• Developing data systems and using data to drive program performance.
• Experience implementing Global Fund programmes.
• Proven experience of having worked in social development in at least one of the listed countries
Knowledge: Results-Based Financing mechanisms and/or experience in the field of public health
Language skills: Professional working proficiency in French - C1.
