JOB DETAILS:
Duties and Responsibilities
• Provide leadership and strategic oversight and management of the Technical Advisory Support Unit, including on the delivery of technical assistance to programme teams, partners and various branches of central government in Kenya and Federal Government in Somalia, and local government in the four counties and Jubaland administration.
• Leads the design, development and roll-out of policy engagement, activities and all other aspects of the RESET programme, in collaboration with relevant partners and other stakeholders
• Works with partners and technical advisors to commission relevant research and contributes substantively to the operational linkage between research and programming.
• Provision of Training of Trainers workshop to strengthen CSO and community led initiatives on a range of technical topics.
• Stays abreast of relevant developments concerning stabilisation and CVE in the international and regional development and humanitarian policy making environments (such as in the UN, EU, African Union, regional security mechanisms as well as key government policy frameworks) and ensures that these are shared with programme stakeholders
• Leads drafting of policy recommendations sensitised to different actors in the CVE, stabilisation, humanitarian, development and peace nexu
• Works with national and international aid actors to ensure a high level of synergy, collaboration and information sharing with other aid programmes to maximize the programme’s impact.
• Works closely with the Design, Monitoring, Evaluation and Learning team to measure the impact of activities and translate interventions into evidence on what works.

Qualifications:
• A degree in conflict studies/peacebuilding, international relations, anthropology, social geography, political science, development, management, or other relevant field.
• Minimally 15 years’ experience working in peacebuilding and/or related fields in sub-Sahara Africa, including in senior advisory positions. Explicit work on CVE, resilience and stabilisation is an added advantage.
• Strong thematic knowledge and demonstrated experience in peacebuilding, resilience and CVE.
• Strong thematic knowledge and demonstrated experience in security sector reform initiatives, community security and community policing.
• Demonstrated experience in provision of Training of Trainers and technical capacity strengthening workshops and mentoring.
• Thematic knowledge in resilience strengthening, social cohesion and trauma healing.
• Strong contextual knowledge on the Kenya – Somalia border area is an added advantage.
• Strong pre-existing networks in Kenya and Somalia is an added advantage.
• Fluent in English, capacity to speak Swahili and Somali languages are an added advantage.

Competencies
• Demonstrates effectiveness and strong experience with short and long-term planning; financial, personnel and program management.
• Knowledge of current thinking on peacebuilding methods for CVE; and demonstrable ability to anticipate emerging needs and integrate them swiftly into priority programme setting
• Proven ability to communicate, negotiate and work with high level executives and government officials.
• Proven capacity to translate complex and technical information into clear advisory support that makes logical sense.
• Ability to work in a multicultural environment successfully and to demonstrate gender responsive and non-discriminatory behavior and attitudes.
• Excellent ability to interact with people respectfully and with tact
• Strong writing and communications skills in English and French is required. Knowledge of local language is an advantage.
