Description
ThinkWell Kenya is seeking to recruit a Senior Program Analyst.
The Senior Program Analyst provides technical assistance, analytical and operational support. The Senior Analyst brings a solid understanding of the design, implementation, and evaluation of Planning and budgeting in the health sector as well as strong quantitative skills and research capacity (typically in health economics, public finance management in the health sector, and health financing).
The Senior Program Analyst will play a key role in implementing the World Bank Funded project, Evidence Informed health planning and budgeting (EIHPB) to be implemented in 15 Counties. The objective of the project is to strengthen County level planning and budgeting through the improved use of evidence to improve reproductive, maternal, newborn, child, and adolescent health (RMNCAH) outcomes in Kenya.
The Senior Analyst is based in Nairobi and works closely with other project staff within the Consortium. The job will also include travel to the Counties. This is a temporary assignment. This position can be contracted to be full-time, part-time or a consultant. The length of assignment is a year or less.
The Senior Analysts will support:
1. County level consultants in the 15 Counties to provide TA to the counties on PBMR.
2. Rapid and regular assessments of the 15 Counties participating in the EHIBP project to determine areas the Consortium will invest in to strengthen Evidence based planning and budgeting.
3. Political Economic Analysis (PEA) to understand County dynamics, stakeholders, opportunities, and challenges for successful TA.
4. Analysis of capacity needs of key staff for capacity strengthening activities at the County, Sub-County, and facility level, who will receive of the coaching and mentoring offered by the project.
5. Tracking of County Health Resources {from own source revenues, national and county transfers} for the 15 County Health teams to explore mechanisms of enhancement.
6. Development and improvement of the various tools to be used throughout the planning and budgeting cycle.
7. Strengthening of the linkage between planning and budgeting with M&E efforts to improve evidence-based decision making for RMNCAH.
8. Strengthen tracking of County Health Budget implementation and related processes though out the financial year.
9. Participate in the development of different quality PBMR products {to include and not limited to County Health Annual Work-plans, County Health Annual Procurement Plans, County Health Budget Implementation Reports, and County Health Annual Performance Reviews among other required products} in compliance to the PFM Act (2012),
10. Identify County gaps in planning and budgeting; with a view of supporting the counties in creation of solutions that will result in improved use of evidence for planning and budgeting.

Requirements
YOUR QUALIFICATIONS
1. BA/BS and 7+ years experience or graduate degree and 4+ years experience;
2. Substantive experience in relevant health systems work with a development agency, NGO or county government;
3. Solid understanding of Public Finance Management (PFM) to include the County Budget cycle, Medium Term Expenditure Frameworks (MTEFs), Budget transparency and accountability, Development of quality Planning and Budgeting Products for the health sector that conform to the Public Finance Management Act (2012),
4. Experience in Coaching and Mentoring on Public Finance Management in the Health Sector with the National and County Health systems in Kenya.
5. Strong Data analytics skills
6. Demonstrated experience providing technical advice to counties in strategic and operational planning, monitoring and evaluation, and quality management in the health sector;
7. Prior work experience linked to FP, MNCH or reproductive health highly desirable;
8. Proficiency in MS Excel and other MS Office products;
9. Fluency in English and Kiswahili;
10. Exceptional analytical, research and problem-solving capabilities;
11. Established track record of preparing high-quality technical reports, policy briefing materials, and presentations;
12. A thoughtful systems thinker with grounded, pragmatic understanding of the complexities of our work;
13. Tech savvy and skilled at visual display of data;
14. Demonstrated poise and professionalism in engaging with external partners, donors, and stakeholders;
Outstanding written and verbal communication skills, including the ability to relate respectfully with staff at all levels, ages, genders, nationalities and orientations as well as across work areas.
