JOB DETAILS:
The County Assembly Service Board seeks to recruit suitable candidates to fill the following job position:
Senior Legal Counsel (CAKSB 9)

Reporting to: Principal Legal Counsel

(a) Duties and Responsibilities
A Senior Legal Counsel shall be responsible to Principal Legal Counsel and will undertake the following responsibilities:
(i) Drafting of Private Members’ Bills;
(ii) Drafting of amendments to Bills to be proposed to the House by any Member of County
Assembly of Kiambu or any Committee of County Assembly of Kiambu;
(iii) Giving legal interpretation of Acts and Bills and generally giving legal opinion and advice on matters before or relating to County Assembly of Kiambu; (iv) Providing legal advice to the CAKSB, County Assembly of Kiambu and its
Committees;
(v) Providing any other legal services that may be required by County Assembly of
Kiambu, the Committees, the Speaker, the CAKSB or the County Assembly Clerk;
(vi) Undertake legal analysis on Committees’ reports as appropriate;
(vii) Ensuring that Bills passed by County Assembly of Kiambu comply with the Constitution;
(viii) Liaising with the Office of the Attorney General on litigation matters involving County
Assembly of Kiambu; and,
(ix) Legal representation of County Assembly of Kiambu and the CAKSB in court Proceedings.

(b) Requirements for Appointment
For appointment to this grade, an officer must:
(i) Have served in the grade of Legal Counsel or in a comparable and relevant position from the County Government /any other recognized institution for a minimum period of three (3) years;
(ii) Have Bachelor of Laws degree(LLB) from a recognized institution;
(iii) Master’s Degree will be an added advantage
(iv) Have Postgraduate diploma in Law from Kenya School of Law;
(v) Have admitted as an Advocate of the High Court of Kenya;
(vi) Be in possession of a current practicing certificate;
(i) Be a Member of Law Society of Kenya;
(ii) Be proficient in the use of basic computer applications; and,
(iii) Relevant education, experience and knowledge as determined by the CAKSB.

Other Requirements
• Persons interested in filling the above positions should submit applications in own handwriting accompanied by Curriculum Vitae, Certified copies of relevant Academic and Professional Certificates, National Identity Card or Passport, two colour passports size photographs and other relevant supporting documents.
• In addition, interested applicants should submit certificates of clearance from the Ethics & Anti-corruption Commission, Higher Education Loans Board, Kenya Revenue Authority and Certificate of Good Conduct as part of compliance with Chapter Six of the Constitution of Kenya.
