Senior Global Logistics Advisor

Role & Responsibilities
The Senior Global Logistics Adviser will enable the efficient and effective operations of Medair’s work. A core member of the Global Logistics Department, and in particular of the Global Logistics Advisor Team and the functional manager of the Logistics Management country representative, the Logistics Advisor will support, inform and capacity build country program Logistics Staff. The Senior Logistics Advisor also plays a key role with Medair’s Global Emergency Response Team, and is deployable in the first and second phase of an emergency.

Project Overview
Medair Global Support Office (GSO) provides operational guidance for country programs, along with both technical and compassionate support for our relief workers. Within our Global Support and affiliate offices, we are also responsible for promoting the work of Medair to the world, to raise and manage the funds needed to run our life-saving and sustaining programmes, and to recruit international and GSO staff.
The Global Logistics team within Medair manages all the activities related to procurement, supply chain management, infrastructure, fleet, equipment & communication means. The team also develops and owns the policies and processes related to logistics activities in the field. The Global Logistics Advisors Unit is a team of highly experienced Logistics Professionals who ensure a high-quality implementation of Logistics and Supply Chain Management across all of Medair’s country programs.

Workplace & Working Conditions
Position can be located in Kenya or Switzerland. Travel for 16 weeks per year. Swiss or eligible EU citizens, or those with a valid work permit for Switzerland, can apply. For working in Kenya, an eligible work permit is required. Remote work from home could be considered for experienced Medair workers based within a 2-hour time difference of Switzerland.

Key Activity Areas
Matrix Management for Country Programmes Logistics Manager or representative
• Matrix Line management (functional or dotted line management) of Country Program Logistics Manager or Representative together with the in-Country Line Manager (the accountable manager).
• Establish through the matrix structure a collaborative and cooperative manner to manage the hiring, termination, objectives setting, performance, compensation, career path planning and succession, budget planning, travel plans of the Logistics Management country representative.
• Enhance functional specialisation and increases organisational depth of knowledge to improve programme outcomes.
• Enhance integration to increase functional consistency and quality.
• Scope managerial responsibilities in which risk can be better management and staff can be provided the resources required to be accountable for performance. Support the Country Logistics Manager in the development of team objectives.
• Escalate when needed disagreements that cannot be solved between the functional and line manager timely to senior levels in an effective manner.

Effective operational support to field country programmes
• Support, through guidance, advice & direction, Medair’s Logistics & Supply Chain Management (SCM) operations, including identifying technical expertise and ways of working to address poor practice & scale up and / or replicate good practice.
• Build an evidence-base of good practice, including through writing or capturing case studies & recommending, undertaking or commissioning evaluations, cost benefit analyses.
• Develop and maintain a technical approach strategy for Logistics and SCM, in collaboration with others, including an agreed team purpose, outcome, ways of working and process for gathering evidence, and dissemination, of good practice.
• Provide organisational strategic guidance in logistics and SCM expertise, niche and effectiveness.
• Enable Medair to become more effective at Logistics including internal fund allocation and external fundraising and by working in consortia and private sector. Monitor and disseminate learning from external practice.
• Maintain and strengthen regular communication and exchange of information between GSO and Field logistics staff.
Technical Logistics Advice & Training
• Capacity build colleagues (& partners) with technical advice including mentoring, accompaniment, induction and briefing.
• Relational mentoring of a network of colleagues to build a community supporting logistics operations to jointly capture case studies of good practice and learning. Build and share evidence, learning & practice on logistics between countries.
• Participate in and share learning with other relevant communities of practice.
• Contribute to and validate the logistics component of proposals, budgets and project reports.
• Follow developments and changes in donor procedures, requirements and guidelines.
• Carry out field visits and assess adherence to logistics procedures, identify possible areas for improvement, develop and implement changed and new procedures. Develop, organize and give training to logistics staff both at GSO and in the field.
• Develop training plans with all staff for essential logistics knowledge as well as specifically with logistics-focused staff which will include promoting external training e.g. Disaster Ready and Logs Cluster / WFP but also developing internal training / self-learning course material. Provide training to staff at appropriate venues, including but not limited to the ROC, GSO Briefings and Inductions, and during field trips.
Emergency Response
• Available for immediate deployment to Medair emergency response to new or existing country programme and on the roster for 24/7 logistics support. Continuously develop personal technical expertise in emergency response capability.
Innovation
• Advise and leverage the technical innovative aspects of Medair projects. Continuous learning and fail forward approach.
Representation
• Maintain a corporate overview of technical practice across the country programme teams in order to communicate good practice internally and externally including from and through external networks, NGOs, Academics, Missions, Donors and Alliances. Represent Medair in appropriate external networks and forums as agreed by the Head of Logistics Team.
Team Spiritual Life

Qualifications
• Supply Chain/Business Management University degree or Relevant Field. Master’s degree in humanitarian SCM field desirable.
• Strong working knowledge of English (spoken and written). Ability to work in Spanish / Portuguese / French or Arabic desirable.

Experience
• Five years professional logistics experience with at least three years working on humanitarian operational logistics programming at a management level.
• Medair experience in country program logistics management is highly desirable.
• Experience in project design and monitoring; and evaluation of humanitarian projects.
• Highly competent – ability to make analysis and work with software packages.
• Experience of designing and implementing logistics related projects.
• Experience in designing and conducting market assessments.
• Proven team management in humanitarian sector. Experience of living in an insecure environment.
• Successful experience of project cycle management, especially in fragile States.
• Experience in designing accountability and beneficiary feedback systems.
• Knowledge and understanding of humanitarian and donor standards related to logistics.
