BACKGROUND
DT Global is seeking a Research, Analysis. and Learning (RAL) Director to implement a project in Somalia. This position requires a senior level analyst to distil the information collected through research, monitoring and evaluation, political economy analysis, and program learning to provide thought leadership on effective and innovative stabilization programing. The position will likely be based in Nairobi, Kenya with regular travel to Somalia and will focus on the following 5 main areas:
• Learning and Innovation: Develop the program learning framework and agenda with structured learning sessions and strategic review sessions to drive and derive innovation. Lead partnerships with USAID and other USG projects to plan real time learning processes and exchanges. Develop deliverables and presentations to disseminate learning to stakeholders including USG and other donors and stakeholders. Cultivate a culture of learning throughout all levels of the program.
• Iterative Adaptation: Drive iterative adaptation both in terms of what we do and how do we do it at the strategic and tactical levels. Perform in depth analysis of lessons learned and research products to inform adaptations to activity planning and delivery. This position will work very closely with the DCOP and Program Implementation Director to ensure necessary adaptations are made in a timely manner.
• Research and Information: Lead the four key domains within the Research and Information portfolio and synthesize data and information into high-level technical products that inform stabilization programming and policy.
The four key domains include:
1) Real time PEA analysis, triangulation and dissemination of it,
2) Quick atmospheric research pre/post interventions,
3) Targeted qualitative and quantitative research focusing on complex contextual or programmatic problem sets and
4) Deep dive research over a prolonged period of engagement.
Synthesize information gained from these different efforts and produce thought leadership analytical reports for USAID. Responsible for managing collaboration with research subcontractors and the client.
• Communication: Oversee the overall project communication, including external resourcing, partnership with the Strategic Communication Partner, and internal capacity building in strategic communication. Lead the identification of the key Transforming Lives Stories and work with the Development Outreach and Communication Specialist of the USAID Mission.
• M&E thought leadership: Oversee the development and implementation of the Activity Monitoring, Evaluation, and Learning Plan (AMELP) and explore the learning opportunities through triangulation of the quantitative and qualitative programming. Lead coordination with any external evaluations and the client. Together with the M&E Manager, the role will lead the weekly, quarterly and annual reporting process. .

PRIMARY RESPONSIBILITIES:
• Contribute to collaborative, learning and adaptive approach throughout the entire project; design program learning plan, ensure that findings from all monitoring, assessment and survey activities are fed back into the project and disseminated to stakeholders and partners for continuous program adjustments.
• Produce thought leadership research pieces based on information gathered from program M&E, learning, and research and analysis activities; both for client based and external consumption.
• Oversee and provide quality assurance for short- and long-term research and analysis initiatives requested by USAID, including research contracted out to specialist entities and not necessarily aimed at informing programming.
• Remain up-to-date on all USAID directives, regulations and policies relevant Monitoring, Evaluation, Research and Learning (MERL) and collaborating, learning, and adapting (CLA) and incorporate these policies and technical approaches into the programming cycle.
• Collaborate with USAID and program stakeholders to enable effective data usage through participatory, reflective analysis, and learning approaches.
• Ensure efficient coordination with grantees, partners, local authorities, UN/INGOs as relevant.
• Work closely with MERL team to assure they are trained, coached and provided sufficient tools and resources to use MERL data in management decision-making.
• Lead the team in leveraging existing knowledge products in order to increase efficiency and effectiveness.
• Oversee the political economic analysis (PEA) products and ensure the findings are feeding into program learning.
• Facilitate the promotion of program quality minimum standards, including GESI MEL approaches, in particular the collection and analysis of sex, age, and socio-disaggregated data
• Oversee the design and development of the project MEL system and tools and support data analysis to promote evidence-based programming.
• Ensure high quality and timely submission of all required project reports, including documentation of success stories, analysis of data for indicator calculation, summary of learning agenda findings, etc.
Supervisory and Accountability Responsibility
• Reports directly to Chief of Party (COP)
• Oversee entire MERL team including direct management of MEL, Communication and Learning, and PEA Managers.
• Manage Research and Analysis partners.
• Primary POC for MERL partners and vendors to ensure high-quality and timely deliverables and continuous communication.
• Collaborate closely with counterparts from DT Global's HQ offices in all aspects listed above.

QUALIFICATIONS:
• Bachelors' Degree in international development or another relevant field required, Master's Degree preferred.
• A minimum of six (6) years' direct experience in Research, Analysis, Monitoring and Evaluation, and/or Learning as to inform programming
• Experience in developing countries, including in conflict-affected environments; experience in Somalia a plus.
• Demonstrated skill with program design, including assessments, proposal development, indicator selection and MEL planning.
• Demonstrated skills and experience with facilitating program design processes, results frameworks, theories of change, and overall program logic.
• Demonstrated knowledge of and experience with operational research and analysis methodologies, including quantitative and qualitative methods.
• Experience designing and overseeing practical and effective monitoring systems, including in a remote, virtual management context
• Strong technical research and writing skills
• Strong communication skills; able to work remotely with a geographically dispersed team.
• Prior experience on USAID-funded programs. Prior experience with OTI-funded projects or projects with a grant's component highly preferred.
• Willingness to travel up to 70% in Somalia.
• Ability to work on a team as well as independently: demonstrated skills in staff leadership, training, and problem-solving.
• Strong cross-cultural skills—ability to work, mentor, and build the capacity of national and international staff.
• Innovative problem-solving skills.
• Professional fluency in written and spoken English.
