JOB DETAILS:
Management Sciences for Health (MSH) is seeking a Regional Laboratory and Diagnostics Advisor (LDA) for the anticipated 5-year, USAID-funded, Reaching Every At-Risk Community and Household with Malaria Services (REACH) global program.
The purpose of the program is to provide implementation support and technical assistance to Ministries of Health (MoHs), local partners, and the global malaria community to accelerate progress in planning, delivery and monitoring of facility and community-based malaria services, including malaria case management, prevention of malaria in pregnancy (MiP), seasonal malaria chemoprevention (SMC), tailored deployment of existing and new prevention and control interventions and data collection and use for service delivery.

Overall Responsibilities
This position will be responsible for the REACH program’s malaria laboratory and diagnostic activities across the specific region of operation and will work with the guidance and support of the Senior Malaria Technical Advisor.
Specific Accountability
• Provide technical support and oversight for the project’s malaria diagnostic and laboratory activities and ensure the efficient implementation and timely reporting of these project activities to regional and country-specific donors, MSH headquarters and the project team.
• Coordinate project liaison and collaboration with partners, donors, various USAID country missions, clients, and stakeholders, including MSH headquarters. Maintain a USAID/REACH partnership that engenders trust and respect and build USAID’s confidence in MSH’s ability to get the job done.
• Support planning and technical oversight of MSH and partners activities in the selected countries. Ensure that the malaria diagnostic and laboratory activities are coordinated at all levels. Ensure that technical work plans are linked so that the monitoring and evaluation plans are integrated. Provide technical oversight and best practices across the countries to promote sustainable malaria diagnostic and laboratory practices that lead to direct impact.
• Define specific, quantifiable performance indicators and targets for programs and report results as related to malaria diagnostic and laboratory activities. Work with the Monitoring and Evaluation Director to assess activity progress to ensure that the project maintains close adherence to work plans and meets designated milestones, deliverables, and benchmarks.
• Work in close collaboration with the project leadership team including regional and country levels, to ensure coordinated and effective operational support for the project and for MSH within the various countries and regions.
• Promote a team approach that emphasizes high level performance, creative approaches, the achievement of personal and project goals and a collegial approach that is focused on assisting one another to succeed for global project staff, as well as to support team members in the Home Office.
• Ensure effective coordination is established and maintained with the relevant MSH or REACH project country Operational Support Team (OST).
• Advise the project Technical Director in alignment of human resources with project work plans and emerging SOW from the donors, MSH and partners including on external sourcing of human resources and consultants.
• The LDA will contribute to annual workplan development, implementation, and review. They will ensure alignment with regional frameworks and strategies, national and donor strategies in each country – including USAID strategies. The LDA will identify opportunities for integrated planning and implementation creating synergies between the various malaria service delivery areas.
• The LDA will work closely with country teams to provide technical guidance related to malaria diagnostic and laboratory activities.
• Contribute to a knowledge management and help develop technical briefs, abstracts, success stories and related manuscripts that highlight project work related to delivery of malaria services in the context of laboratory and diagnostic efforts.
Requirements
• An advanced degree at the Master’s level or above in social science, public health, or other appropriate area is required.
• At least 10 years of professional experience working on laboratory and diagnostics and/or malaria diagnostics, with at least 5 years of technical leadership designing and implementing malaria-related or laboratory and diagnostic service delivery activities in collaboration with developing countries.
• Respected and recognized leadership in the malaria or laboratory and diagnostic sectors.
• Technical expertise in malaria laboratory and diagnostic interventions.
• Understanding of current key WHO, Roll Back Malaria Partnership, the President’s Malaria Initiative, and Global Fund to Fight AIDS, Tuberculosis and Malaria issues essential.
• Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, host country officials including National Malaria Control Program technical and management leaders, NGOs, private sector groups, USAID, and other donor organizations.
• Direct experience with USAID projects is strongly preferred.
• Must have a proven track record of working on teams and fostering collaboration to achieve goals, meet milestones, and produce high quality written qualitative, quantitative, and narrative deliverables. Familiarity with USAID regulations and administrative procedures in the implementation of donor assisted projects.
• Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
• Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills.
