Background
The International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the world’s largest volunteer-based humanitarian network. IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The IFRC is served by a Secretariat based in Geneva, with regional, country cluster teams and country offices throughout the world. As one of the five decentralized parts of the Secretariat, the Africa Region covers 49 countries of the African Continent, and its structure is composed of the Regional Office for Africa based in Nairobi and 15 Country Cluster Delegations each supporting 2-5 African National Societies (NS).
The Regional CVA Coordinator position is based in the Regional Office for Africa and is part of the Health, Disasters, Climate and Crisis (HDCC) Department.
Job purpose
The role has a strong focus on providing leadership, guidance and technical support for cash and voucher assistance and cash preparedness initiatives in Africa. Special attention will be dedicated to strengthening the IFRC’s strategy towards CVA in the Africa region, including how to support and influence African National Societies on CVA.
The position will contribute to IFRC meeting its commitments to the Grand Bargain, arising from the World Humanitarian Summit (WHS), as well as the IFRC goal to ensure a future where people affected by crisis make their own decisions about how to recover, and by 2025, committing to deliver 50% of humanitarian assistance through the use of cash and vouchers.
Whilst based in Nairobi within the IFRC Regional Office structure, this position at times require travel to priority areas across the Africa Region. Travels are largely focused on trainings and workshops, coordination meetings and cash preparedness activities. As a member of the HDCC Department in Africa, the Regional CVA Coordinator will work closely with other departments and teams to ensure IFRC and NS deliver timely, effective, and quality humanitarian responses to disaster affected populations.
Job duties and responsibilities
The job duties and responsibilities of the Regional CVA Coordinator can be found in the detailed job description, and includes the following:
Coordination
• Support effective coordination, collaboration, and networking within and beyond the Movement with regard to all issues related to cash preparedness, emergency response and learning.
• Strategic CVA support to the hunger crises and support to the CVA delegate responsible for the hunger crises
• Participate and support the work of six sub-regional movement Cash Communities of Practice (including review and revise the current coordination structure to ensure it is inclusive of all 15 clusters and 49 National Societies in the Africa Region).
Regional strategy
• Roll out cash activities and initiatives as identified as priorities on the Africa Cash Roadmap.
• Outline and promote opportunities to mainstream CVA in sectors and technical areas including strengthening the use of multipurpose cash coupled with cash+ activities, supporting the cash portfolio cross-sectoral and on community resilience initiatives (e.g. Food Security and Livelihoods (FSL), Shelter, WASH, Health, urban response, CEA, PGI, migration, early action, and preparedness for effective response (PER))
• Explore opportunities to strengthen how National Societies link CVA programming to national shock responsive safety nets and social protection mechanisms
Cash Preparedness
• Advocate for Cash Preparedness investments in all NS (incl. small NS) and liaise with all Movement members in the region supporting African NS to ensure that Cash Preparedness programmes objectives are met.
• Organize and facilitate cash related trainings for both French and English-speaking African NS as necessary and support cash focal points in the same where relevant.
• Support National Societies in IFRC compliant Financial Service Provider (FSP) procurement and pre-contracting with support from the logistics and procurement department
Operational support to the implementation of Cash and Voucher Assistance in Africa
• Provide technical support to Cluster teams and National Societies to design CVA interventions in compliance with IFRC standards and procedures. Where relevant, support coordination with Movement partners on CVA.
• Develop, maintain and socialise existing tools that support delegations and National Societies to mainstream cash and ensure that CVA is routinely considered to meet not only basic needs, but also specific objectives of multiple sectors.
Qualifications
Education
• University degree in Disaster Management / disaster response or equivalent experience and knowledge
• Basic Delegates Training Course (BTC), WORC, IMPACT or equivalent knowledge
• Practical Emergency Cash Transfer Training (PECT) or equivalent advanced level CVA training
• Technical cash trainings (market assessment, FSP procurement)
Experience, knowledge and skills
• A minimum of 3 years’ experience in response and recovery operations, including CVA
• Demonstrated experience in different aspects of CVA implementation (i.e.: assessments and market analysis, CVA feasibility, FSP procurement, design, implementation and M&E) and in developing CVA programmes that are accountable, inclusive and gender sensitive
• Experience working for the Red Cross/Red Crescent is an advantage
• Proven capacity building experience with National Society or equivalent (e.g. local partners), delivering trainings and providing on the job training and coaching (preferable CVA and market trainings)
• Proven skills in strategic and operational planning, budgeting and reporting
• Experience working in challenging and multicultural environments
• Fluency in English is a must; ability to communicate in French and Portuguese is a strong asset
