JOB DETAILS:
The RMCD will be responsible for achieving the overall project’s goals by contributing to project strategy and partnership and cooperation with local partners and MOMENTUM consortium members. This includes high-quality design and implementation of capacity development activities, including adaptation and scaling up of tools and approaches in project countries. They will also provide targeted technical assistance for each local partner and routine monitoring and learning from activities. The position will also oversee additional project staff or consultants brought on to support technical assistance needed by the local partners.
Key Responsibilities
• Technical support
• Lead the development and implementation of the project’s overall CD strategy to strengthen the technical and organizational capacity of country institutions and local organizations.
• Responsible for day-today monitoring implementation of CD activities of the program’s global portfolio by mentoring technical teams in the field, ensuring adherence to targets, timelines, budget management and achievement of objectives.
• Lead the technical and contextual adaptation of Pact’s CD tools and approaches, with an eye towards transitioning local organizations to direct donor funding (where identified), including Integrated Technical Organizational Capacity Assessment (ITOCA), Organizational Performance Index (OPI), network analysis, and institutional strengthening plans.
• Provide inputs and participate in adaptation of tools, implementation and monitoring of all project capacity development activities.
• Organize and conduct in-person and virtual training, workshops, mentorship and supervision meetings with sub-contracted organizations for ensuring proper, efficient and timely project implementation.
• Provide technical support for development, implementation and monitoring of CAPs for each local partner to strengthen their capacity and performance and contribute to the achievement of project objectives.
• Develop materials for specific areas identified for capacity development of local partners such as strategic plans, workplans, M&E plans, resource mobilization, including trainings, mentoring and coaching, peer learning and other methodologies.
• Conduct field visits for providing technical support, mentorship and coaching to local organizations, as well as regularly review their needs and document best practices.
• Provide technical and business development support to Pact’s projects Kenya and Somalia as needed
• Management and coordination duties
• Contribute to the development of annual workplans, routine monitoring and program reporting.
• Supervise consultants supporting technical assistance delivery as identified
• Collaborate with project staff on Monitoring, Evaluation and Learning activities and other cross-cutting issues.
• Present CD work in technical meetings, conferences, and workshops, as opportunities arise.
• Participate in Pact and MCGL communities of practice around relevant topics
• Perform other duties as assigned.
Basic Requirements
• Bachelor’s Degree in Public Health, International Development, or related field; Master’s Degree preferred.
• At least seven (7) years’ experience, including at least five (5) years supervisory experience, providing capacity development technical support to large complex, donor-funded projects in the health sector in developing or transitional countries.
• Demonstrated experience developing organizational capacity in financial and grant management, human resources, USG compliance, and related topics.
• Excellent grasp of participatory CD methodologies.
• Excellent facilitation and training skills, including virtually in a variety of public health and organizational development topics.
• Experience working with different stakeholders, service providers, and national and international institutions.
• Ability to travel internationally periodically.
