Public Health Specialist (Junior Monitoring and Evaluation Advisor)
Duties
The Monitoring, Evaluation & Reporting Advisor will report to the Division of Global HIV and TB (DGHT), Deputy Branch Chief Health Information Systems (FSN 12 – N89204), Monitoring and Evaluation Branch. The Monitoring, Evaluation & Reporting Advisor will provide data input to inform technical oversight on monitoring, evaluation, and reporting activities and ensure accountability and efficient use of resources. The incumbent will assist in provision of specialized technical assistance (TA) to PEPFAR funded implementing partners and the Ministry of Health.
Qualifications and Evaluations
EXPERIENCE
• Minimum 3 years of experience working with public health programs, preferably in developing countries.
• The incumbent should possess theoretical and practical knowledge of monitoring and evaluation methods;
• The incumbent should possess experience working with HIV/AIDS programs or related health service programs;
• Experience working with one or more implementing partners preferably funded by USG or UN agencies;
• Experience with the PEPFAR’s Monitoring, Evaluation and Reporting system is Required.
Job Knowledge
• Basic knowledge of MER practice and methods through training and job experience;
• Knowledge of the Kenyan HIV/AIDS context, especially the Kenya AIDS Strategic Framework (KASF);
• Familiarity with public health and HIV/AIDS programming and data collection, analysis and presentation;
• Knowledge of monitoring and surveillance systems and knowledge of current MER tools and systems in resource limited and data poor environments;
• General knowledge of Kenyan public sector health system and its affiliate agencies, donors and related private sector program would be an asset.
Education Requirements:
• Bachelor’s degree in one of the following disciplines: statistics, mathematics, public health, epidemiology, or demography is required.
Evaluations:
LANGUAGE:
• Fluency in Level IV English and Level III Kiswahili, both written and oral, are required.
Skills And Abilities:
• Evidence of excellent interpersonal, facilitation, and team building skills/experience will be required;
• Excellent communication skills in English, written/verbal and diplomacy.
• Excellent technical, coordination, interpersonal and teamwork skills;
• Strong quantitative and analytical skills, verbal skills and ability to communicate technical information clearly and effectively to both technical and non-technical colleagues;
• Must have the ability to obtain, analyze, organize and interpret data and present findings in both oral and written form;
• Presentation skills and diplomacy are critical. Must be able to prepare precise and accurate reports and to develop and present briefings;
• Practical knowledge of database systems business intelligence platforms, and proficiency in MS-Office applications is required;
• Sound judgment combined with a mature and professional demeanor is a necessary trait;
• Ability to work under pressure to meet project deadlines or date for special events;
• Ability to work within other crosscutting issues guiding development work in Kenya.
• Advanced numerical skills with standard Keyboarding skills

• Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Nairobi, Kenya may receive a compensation package that may include health, separation, and other benefits.
• For EFMs, benefits should be discussed with the Human Resources Office.
The pay plan is assigned at the time of the conditional offer letter by the HR Office.
