JOB DETAILS:
Public Health Fellow-Surveillance
Major duties and responsibilities:
Based in the Eastern RCC, the public health officer will work to ensure that the RCC objectives are achieved in full.

Specifically, the officer will:
• Provide technical input on, strategic plans, implementation guidelines, monitoring and evaluation tools
• Prepare and maintain up to date RCC work plan reports.
• Facilitate inter-country collaboration on health data sharing and use,
• Strengthen quality data collection and management to perform epidemiological assessment and interpretations
• Improve Africa CDC’s access to health-related data through coordination, collaboration and technical assistance.
• Develop and recommend on frameworks for multi sectoral regional pandemic preparedness and response, Regional integrated Surveillance and response Network (RILSNET), Antimicrobial Resistance Surveillance Network (AMRSNET) and One Health.
• promote engagement of countries in regional surveillance and laboratory networks;
• Prepare publication on Africa CDC and RCC initiatives on the region (Policy brief, disease trend analysis, in the public health best practices and challenges)
• Support National Public Health Institutes’ capacity on data analysis for action;
• Under the direction of the designated Africa CDC Incident Commander, provide technical services delivery in support of Africa CDC Emergency Response activities as appropriate and assigned;
• Support efforts to establish non-communicable diseases surveillance as an important mechanism for assessing disease burden and trends; through strengthening implementation of the existing non-communicable disease surveillance systems with in member states
• Support countries to strengthen disease-specific surveillance systems for priority diseases (e.g. cancer, cardiovascular disease, and diabetes) appropriate for the African context;
• Participate in the implementation of RCC work plan
• Provide training for member states on identified technical areas
• Mentor RCC staffs on efficient delivery of assignments
• Engage on different technical working groups and intervene towards action points taken
• Representing Africa CDC and RCC in inter agency forums and different stakeholders’ meetings
• Prepare and maintain up to date RCC report
• Prepare publications on Africa CDC RCC initiatives in the region
• Perform any other related incident-specific duties, as required by the functional supervisor.

Required skills and competencies
• Theoretical and practical knowledge of Public health (Human health /animal health/environment health) principles and practices: surveillance, outbreak investigations, research and publications, development of Public health documents (SOPs, TORs, frameworks etc.)
• The ability to plan, manage workload and execute tasks with minimal supervision.
• Focus on impact and result
• Evidence of strategic thinking and proven ability to organize, plan and prioritize work
• Ability to establish and maintain effective working relations with people in a multi-cultural environment with sensitivity and respect for diversity
• Builds strong relationships internally and with external actors

Qualification
Education:
At least a university degree in the field of Human health, Animal health or Environmental health with additional training in epidemiology, public health management or other fields related to the scope of work for this post
Experience:
• Minimum two years’ experience in Public health practice
• Language: Excellent knowledge of either English, French or Arabic.
• Tenure of appointment: The appointment will be made on a fixed term contract for a period of one (1) year, of which the first three months will be considered as a probationary period.
