INVITATION TO TENDER
PROCURING ENTITY: OFFICE OF THE DATA PROTECTION COMMISSIONER
CONTRACT NAME AND DESCRIPTION: CONSULTANCY SERVICES FOR
DEVELOPMENT OF A COMMUNICATION POLICY AND BRAND STRATEGY
1. The Office of the Data Protection Commissioner invites sealed proposals for Provision of
Consultancy Services for Development of a Communication Policy and Brand Strategy.
Tendering will be conducted using Request for Proposal using a standardized tender document. The
assignment will be undertaken on a framework contract for a duration of three (3) years with a value
for money assessment undertaken to confirm whether the Bidder is offering satisfactory services.
2. Tender documents obtained from the Office of the Data Protection Commissioner website,
www.odpc.go.ke or the PPIP portal, www.tenders.go.ke shall be free of charge.
3. Qualified and interested tenderers (Women registered under AGPO scheme with the National
Treasury) may also obtain further information and inspect the Tender Documents during office hours
at the address given below.

during normal working hours on Monday to Friday between 0900hrs to 1600hrs (East Africa Time).
4. Tenderers who download the tender document must forward their particulars immediately to
procurement@odpc.go.ke to facilitate any further clarification or addendum/addenda.
5. All Tenders must be accompanied by a Tender Securing Declaration Form.
6. The Tenderer shall chronologically serialise/paginate all pages of the tender documents submitted.
7. Completed tenders must be delivered to the address below on or before 24
th January 2023 at
1030hrs (East Africa Time).

8. Electronic Tenders WILL NOT be permitted.
9. Tender documents that do not fit in the tender box shall be deposited at the Reception Desk and
recorded using the register located at the reception area at the address located below.
10. Tender documents will be opened immediately after the deadline date and time specified above or
any deadline date and time specified later. Tenders will be publicly opened in the presence of the
Tenderers' designated representatives who choose to attend at the address below.
11. Late Tender documents will be rejected.
