Project Officer, Passive Chlorination Operations and Scaling
JOB SUMMARY
The Operations and Scaling Officer will provide technical guidance with the goal of successfully piloting the Venturi technology in institutional settings and developing and piloting a sustainable scaling strategy in
Western Kenya. They will provide input to project advisors and partners to meet agreed upon objectives and program quality standards, and they will lead implementation, iteration, and learning associated with the
Water Quality Scaling Strategy, including mapping of product and service gaps; developing go-to-market strategies for the Venturi; developing robust private sector partnerships; marketing and capacity
strengthening of entrepreneurs to advance scaling. They will work closely with County Authorities and service providers. Under the supervision of the Project Manager, the Operations and Scaling Project Officer will be responsible and accountable for ensuring that services defined within CARE’s sub-award are delivered, as per the following responsibilities:
ROLES AND RESPOSIBILITIES
RESPONSIBILITY 1: Technical and operational support for the installation, operations & maintenance (O&M), and scaling of passive chlorination systems -40%
• Site and context screening to identify optimal sites for installation of Venturi passive chlorinators, including field visits, data collection on water system type, configuration; surveys/questionnaires; microbial, chemical, and physical water quality testing.
• Routinely validating, sharing, and analyzing data from site selections, water quality, operational performance, and user feedback using Survey CTO (Centralized Technology Operation) platform.
• Installation and routine maintenance (e.g. for chlorine refills), and routine monitoring (e.g., for water quality, functionality, and user feedback) of Venturi passive chlorinators at institutional settings.
• Identifying and building relationships with marketing and scaling partners for commercialization of the Venturi (and other centralized treatment methods) across the four counties.
• Identify and build relationships with water quality testing labs in Busia, Siaya and Kisumu counties in preparation for subsequent Phases.
• Sharing site selection and screening data with UCB team as prescribed in the terms of engagement.
• Development and piloting of a social marketing and scaling strategy (i.e. go-to-market strategy) for centralized water treatment solutions.
• Stakeholder engagement, trainings, and socialization around centralized water treatment and chlorination (e.g. with health workers, teachers, water management committees, private sector partners) to support community entry points, private sector interest, and expansion of installation sites.
RESPONSIBILITY 2: Advocacy, community engagement and Communication -20%
• Assist in developing and coordinating implementation of communication Strategy for Government and private sector Collaboration and Influencing
• Mobilization of political will to increase budget allocation and financing for water, sanitation and hygiene in schools and communities
• Initiate community dialogue that promotes effective delivering and financing of community and institutional WASH services
• Developing key advocacy messages and strategy at the county level to promote community dialogue and advocate for improved water coverage.
• Take part in Collaborative implementation and influencing of policy at the county level
• Promote point of use water treatment technologies uptake through policy development and advocacy
• Advocate for improved clean and safe water provision for communities
• Identify or develop appropriate tools for monitoring WASH implementation.
• Community mobilization and action planning,
RESPONSIBILTY 3: Representation, Liaison and networking with other collaborators - 20%
• Engage Government and other development partners to influence policy that prioritizes WASH in schools, clinics, and community
• Mobilizing partnerships with local civil society organizations,
• Representing the project on relevant county working groups.
• Liaise with local Government, NGO’s and other sector players as appropriate
• Identify and prepare issues/topics for presentation in workshops and meetings
• Promote dissemination of Project’s results in consultation with the Project Manager.
• Perform any other tasks assigned by the Project Manager
RESPONSIBILTY 4: Research and documentation, monitoring, evaluation and data analysis - 15%
• Identify research gaps on Community governance
• Conduct research on Community Action planning
• Responsible for mobilizing communities and engaging them on WASH and community governance research issues.
• Actively promote gender sensitive research methodologies at all levels of project implementation.
• Conduct monitoring and evaluation of the project research pieces
• Develop and review data collection tools
• Carry out data collection and analysis
• Responsible for development and maintenance of research datasets and project work plan
• Develop monitoring tools
• Community strengthening and support for policy implementation and governance
Other Responsibilities as assigned -5%
• Keep up to date with CARE’s emerging strategies and approaches and contribute proactively towards implementation.
• Take responsibility for ensuring personal safety and security, giving due care and consideration to the impact of personal decisions on the safety and security of others
QUALIFICATIONS
Education/Training
Mandatory
• A Minimum of diploma or a first degree from a recognized institution/university in a field relevant to the project goals (e.g., water supply engineering, water quality management, community health, economics, business management, marketing, environmental health sciences, public health).
Experience and Competencies Required
• 3 years’ experience working with a relevant organization (e.g., NGO, private sector) in a capacity relevant to project objectives.
• Demonstrated understanding, technical experience, in fields relevant to project goals (i.e., water quality, value chains; human centered design; product development; scaling marketing and sales
• channels; sales and marketing capacity strengthening).
• Experience in working with communities, county /national government structures and organizations promoting capacity development, private sector partnerships, social behavior change, product
• promotion and development, government partnerships and governance, water, sanitation, and health activities
• Demonstrated commitment to principles of Gender Equity, Diversity, and Inclusion, as evidenced in previous management positions and programming.
• Demonstrated commitment to PSEAH (Prevention of Sexual Exploitation and Harassment).
• Ability to travel within the four (Kisumu, Busia, Migori and Siaya) counties of Western Kenya routinely, and as operations and security permit.
