General

By combining standards for quality improvement (SafeCare), loans for healthcare providers (Medical Credit Fund), health plans (health insurance), mHealth, in-depth impact research and advocacy, we simultaneously stimulate the demand for and supply of healthcare within the informal sector.
PharmAccess has offices in Kenya, Tanzania, Nigeria, Ghana and the Netherlands.
The current Kenya healthcare system is heavily over-burdened and the incidence of Non-Communicable Diseases (NCDs) are increasing. Patients do not visit hospitals regularly which makes it difficult for doctors to oversee the health status of most patients resulting in only 6-8% of the diagnosed cases having controlled blood levels.
PharmAccess Kenya is designing a digital service model for NCD care that aims to give people access to diabetes and hypertension care by developing a scalable model. Building on learnings from the first pilot project, we aim to further the learnings and co-create with partners a digital service model for management of NCDs while evaluating its use and sustainability in various propositions in the healthcare space.
PharmAccess is seeking a Project Manager, Health Innovations - NCDs (PM-NCD) to support implementation of the NCD service model in Kenya.
The PM -NCD will be responsible for managing day-to-day project management in Kenya. This includes research of the NCD landscape in Kenya, pre-selection of potential implementation and technology partners, local budget management and coordination of communication between the local office and headquarters. The implementation of the technical solution in this project will have a major impact on the success of the project.
The PM-NCD will report to the Director Health Innovations. The PM-NCDs will be supported by the Lead Project Manager (HQ), Medical Advisor (HQ) Medical Advisor (Kenya) and Behavioral Insights Manager based at HQ in Amsterdam. The PM-NCD will work closely with Project Officers and other business lines within PAF Kenya.
The PM-NCD is assigned to assist with coordinating the Health Innovation project activities within his/her assigned project within PharmAccess Kenya. The focus of this position will be to ensure project activities are rolled out aligned with PharmAccess’ strategy. The holder of this position will support several projects in relation to PAF’s strategy within the Healthcare Innovations portfolio.
This Healthcare Innovations portfolio is expanding as more projects, related to Health Innovation, come on board.
Responsibilities
The PM-NCD will oversee implementation of project activities within the region and is
responsible for the following:
Project Implementation, Monitoring and Reporting
• Projects start or continue within the agreed time frames, budget and quality level.
• Manage project issues and risks on a day to day basis and escalate as appropriate, signaling challenges and opportunities for further improvement of these projects.
• Ensure the project implementation in the agreed upon regions and advocate for the same in a broader context when requested
• Develop monthly work plans for the Projects in the region and discuss the plans with the Director Health Innovations for full alignment to the national program targets.
• Facilitate, implement and oversee timely implementation of planned activities
• Oversee field activities
• Monitor and report back to Health Innovations Manager on progress of activities including opportunities and challenges
• Monitor project progress against targets and make appropriate interventions to maintain the project on track.
• Make appropriate skills and other resources available to the project as required.
Partner and Vendor Management
• Pre-selection of potential technical and implementation partners
• Manage contacts and contracts with tech partners
• Contracting of clinics and partners
• (co-)manage future lending partners
Stakeholder Management
• Ensuring meetings with key stakeholders are set and followed up.
• Liaise and engage with key stakeholders inside and outside of PAF, signal relevant developments in the region/county level
• Engage with CarePay Kenya team
• Mapping and engaging potential partners in the Kenyan market (e.g. other NGOs with similar innovations, telcos, payers, etc) that can take up the role of co-creators
Technical and Product Support
• Provide technical support where necessary or required to the partners involved to strengthen their capacity to reach the agreed targets
• Stimulate demand for various PharmAccess products/ interventions in the region.
• Upon request assist with carrying out planning, implementation of SafeCare assessments and QIP
• Research the NCD landscape and their propositions
• Investigate credit rating agencies and possibilities for the specific target group
• Contact and assess potential competitors/ partners for insights on their size, market strategy, possibility for collaboration, etc.
• Co-design research experiments
• Share knowledge on matching and demand/health financing in Kenya
• Research legal, financial and other local requirements for the NCD service model project
• Manage digital solutions, e.g. self-management solutions, Clinicians decision support tool, and integration of the digital solutions where necessary
Deliverables
In addition to the above-mentioned responsibilities, the PM-HI is responsible for the following deliverables;
• Design project workplan in collaboration with the project team at HQ and Kenya
• Professionalization of the selected patient support group
• Manage project implementation budget
• Stakeholder management
Documentation of project implementation experiences and lessons learnt
• Lead and document insights from the weekly project meetings
• Participate in the quarterly steerco meetings and prepare reports
• Prepare quarterly project reports
• Participate in advocacy forums when called upon
• Contribute to development of NCD program dashboard with input from key stakeholders
• Identify advocacy platforms locally and internationally
• Collaborate with the project team in facilitating costing of the NCD model to evaluate its sustainability
Profile
The ideal candidate will have the following attributes:
• Minimum of a bachelor’s degree in a Healthcare discipline; Master’s Degree is an added advantage
• Minimum 7 years’ experience in the Public and Private Healthcare space
• Minimum 5 years of Healthcare Project delivery experience
• Experience and understanding of medical and business aspects of Healthcare projects
• Medical and Business
• Healthcare Systems experience with UHC experience in the private sector an added advantage
• He/she must be a team leader and a team player
• Excellent communication skills
• Excellent problem-solving skills
• Must have technical and analytical skills
