JOB PURPOSE:
The Project Manager Impact SME Development will be a core member of the Gender Justice and Women’s Rights team under the Women Economic Empowerment and Rights pillar.
The Project Manager Impact SME Development is responsible for managing and overseeing the implementation of Oxfam’s Small and Medium-sized Enterprise (SME) Development project in Kenya. This project is funded by Oxfam Novib (Netherlands) / OvO fund (donations from Dutch SMEs that are part of the entrepreneurs’ network of Oxfam Novib) and Dutch Postcode Lottery (NPL). The project will begin in June 2021 and Oxfam will implement the project with Open Capital investments and other local partners. The core of the project is to provide Business Development Services (BDS) to small businesses in Kenya, with the aim to help them grow, access finance, and increase their (social) impact. The project targets impact-driven SMEs, those that aim to provide social or environmental impact (e.g. jobs, income, or products for low income groups, with a focus on women and youth) through their core business.
The role of the Project Manager Impact SME Development has the following key components. One is that of managing the project, the other is implementing the project by giving direct support to businesses (SMEs) and other key stakeholders and lastly to influence such as policy-makers and impact investors to support the identified SMEs through policy and practice and support fundraising and program development.
S/he will be required to support in the implementation of advocacy and influencing strategies, undertaking of research, monitoring, evaluation and learning as well as ensuring the project takes into account gender equality and social inclusion. As part of the Gender Justice and Women’s right team, the project manager also provides his or her input into Gender Justice and Women’s Rights programme specific initiatives and broader organizational activities and processes.

BUDGET RESPONSIBILITY

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)
Programme Design, Implementation, Quality and Resourcing 50%
• Ensure plans and objectives contribute to the broader country programme strategy and particularly on the Gender Justice and Women’s Rights Programme, as well as involve collaboration with other programmes.
• Effective, timely and quality delivery of project activities and deliverables.
• Continuously monitoring implementation of the project activities including budget tracking and prepare monthly and periodic report for sharing with Oxfam management, development partners and stakeholders.
• Budget management oversight.
• Ensure continuous coordination with the MEAL Advisor in implementing the monitoring and evaluation components of projects (for Oxfam and partners) and documenting the lessons learnt for their application, quality assurance and for adjustments to the project where necessary.
• Support in initiating new programme strategies which help achieve impact on the programme objectives in close collaboration with Oxfam staff and other stakeholders.
• Work with other Oxfam project/programme staff and partners in developing new program interventions and fundraising for project or programme financing.
• Scout, select and support SMEs to grow their business, increase their social impact and access finance (from impact investors or banks), in alignment with the project.
• Perform any other tasks related to the project which may be advised by the management from time to time.
Partnership, capacity building and support 50%
• Brokering, networking, and managing partner relations with project partners, strategic partners, investors, Private sector, and relevant sectors in the National and County Governments.
• Support the partners in delivering the project targets and objectives including MEAL support, monitoring of partner project activities, review of work plans and budgets, facilitating linkages and learning as well as reporting.
• Maintain regular communication and positive relationships with other Oxfam staff, the project partners and beneficiaries and stakeholders.
• Ensure and coordinate regular monitoring, quality, review, and timely submission of partner narrative and financial reports.
• Ensure compliance of Oxfam and donor requirements on project delivery and reporting by partners.
• Build a network amongst supported businesses and relevant stakeholders.
• Ensure linkages between the SME Development project and the strategy and other projects of Oxfam in Kenya and ensure linkages with other Oxfam offices active in similar projects.
• Engage policymakers and other stakeholders to improve the ecosystem for small businesses, BDS and access-to-finance in Kenya, in alignment with the project partner.

EXPERIENCE, KNOWLEDGE & COMPETENCIES
ESSENTIAL
• A degree in Social sciences, Financial and Project Management or business-related field. An MBA in business studies will be preferable.
• 5 - 7 years experience in designing, managing, and delivering on the business development, in a non-governmental (national or international) or similar institutional setting.
• Knowledge and experience of implementing SME sector and initiatives, stakeholder engagements, with understanding of relevant County, National and regional issues.
• A strong understanding of gender, women's rights, development issues and the political and
economic context in Kenya.
• Great Partnership building skills including facilitation and networking skills.
• Demonstrated experience in managing partners including effective oversight and capacity building as well as mobilizing and organizing marginalized communities and groups to influence positive change to their lives.
• Commitment to and good knowledge of working with networks, coalitions, private sector and a partnership approach across the spectrum of Oxfam's work, including innovative approaches to capacity strengthening.
• Strong organisational and personal management skills, with ability to prioritise work issues to meet deadlines with minimal supervision and adjust to constantly changing situations while maintaining focus on delivery and follow-through.
• Strong programme management and quality knowledge, with ability to ensure consistent
quality against standards and to implement effective monitoring and evaluation systems to
assess and adjust performance.
• Fund raising, donor reporting and budget management skills
Desirable
• Demonstrated ability to multi-task between direct programme implementation and partners' management with positive outcomes.
• Proven ability to analyse complex contexts, monitor change and translate this analysis into problem solving strategies that can be communicated in developing appropriate plans which have impact.
• Proven analytical and conceptual thinking.
