ICAP at Columbia University is seeking an experienced and qualified expert to fill the role of Project Director (PD) for ICAP’s proposed CDC-funded project, Strategic Use of Surveillance and Epidemiology to Support HIV Epidemic Control in Kenya under PEPFAR (CDC-RFA-GH20-2042). This position will be based in Kenya and provide day-to-day leadership of planning, implementation, and evaluation for the project and ensures that all project activities are effectively supported in the technical, programmatic, financial, and administrative domains. .

  Major Accountabilities:
• Directs all project efforts to support the Government of Kenya and its partners in strengthening their capacity to design, implement, analyze, disseminate, and use data from epidemiologic studies and surveillance to accurately measure outcomes and impact, while informing decision making and policy in the national and sub-national HIV response
• Oversees all activities, outputs, and outcomes related to project management and administration, including reporting, financial transactions, execution of project plans, and project performance monitoring and evaluation
• Guides technical and organizational capacity building initiatives with local partners
• Serves as a point of contact with CDC staff and ensures communications flow smoothly between the project and CDC
• Serves as the primary advocate for the project with national and international partners
• Increases the visibility of the project through representation at high-level visits with the CDC
• Leads and supports the dissemination of project findings, including the performance of rapid recency tests, description of the surveillance structure developed to monitor recent infections, and trends and patterns of recent infections across countries

Job Education Requirements: • Advanced degree in public health, public administration, management or related field.


Experience, Skills, and Minimum Qualifications:
• 10+ years of project management experience, preferably in sub-Saharan Africa, of large-scale international health or development projects, with proven capabilities in building and managing a diverse team of technical and support staff
• Demonstrated experience in facilitating the dissemination and use of population-based and/or facility-based data in developing countries
• Demonstrated competence in the analysis of population-based and/or facility-based data.
• Demonstrated competence working within CDC or similar regulations and procedures
• Proven experience in establishing working relationships and collaborating with the U.S. government, other bilateral and/or multilateral donor agencies, and with host-country governments
• Excellent communication, writing, quantitative and interpersonal skills
• Fluent English oral and written communication skills
