Project Coordinator (Programs and Sponsorship)
Duties and Responsibilities:
The duties and responsibilities of the Project Coordinator Safe CLICS will be:
Project Management
• Coordinate the development of the National OCSEA manual, and child-friendly outreach tool.
• Oversee children consultative forums in preparation for position on enactment of the Children’s Bill.
• Coordinate the development of OCSEA Standard Operating Procedures (SOPs) and guidelines on interagency coordination and collaboration and support capacity building of the social workforce on OCSEA.
• In consultation with the Child Protection and Advocacy Manager, collaborate with the DCS and for advocacy on increased national government funding for online child protection agencies and activation of the Victim Protection Trust Fund
• Support communication and collaboration between government stakeholders and technology companies on matters OCSEA.
• Ensure the planning, implementation and review od project is done on a timely basis.
• Provide leadership and overall management of the effective and efficient delivery of project activities, outcomes and objectives and on time and budget.
• Ensure project staff are well managed and motivated
• Plan for and organise monthly and quarterly and annual project staff and partner management meetings etc.
Reporting, Complaint Mechanisms and Survivor Assistance:
• Work closely with key national stakeholders, JFA Alliance and Consortium members to support the establishment/ and or engagement of an inter-agency mechanisms on OCSEA complaints and response
• Link Consortium members’ complaint and feedback mechanisms (CFMs) through agreed Standard Operating Procedures (SOPs) on inter-agency complaint referral, in line with the Child Fund’s SOPs, linked also to broader efforts on Accountability issues to the communities served
• Jointly map existing OCSEA complaint and feedback mechanisms (CFMs) of Consortium members to identify where there are gaps in the implementation of the program, establish new entry points to fill the gaps in reporting access, so that there are safe, accessible, and contextually appropriate channels for any member of the community to report sensitive allegations.
• Liaise with the Consortium members (Childline and Life Skills Promoters) and Child protection and Advocacy Manager to ensure that GBV strategies, workplans and referral pathways fully include and respond to the specific needs of OCSEA survivors.
• Ensure that mapping of critical services is regularly undertaken and ensure that all ChildFund-led programs are aware of how to refer survivors to access critical survivor support services.
Capacity Building
• Identify needs and design a capacity building program for Childline Kenya counselors to respond effectively to OCSEA victims.
• Coordinate and foster harmonization of sensitization activities on OCSEA in communities, build capacity of Consortium staff in OCSEA and conduct similar activities across programmatic response.
• Coordinate identification of opportunities across consortium members (Childline and Life Skills Promoters) for community sensitization, risk assessment and capacity building on SEA.
• Working closely with the M&E office, identify needs within the project team and partners and design programs to ensure their capacity is built.
Monitoring, Evaluation & Learning (Knowledge Generation & Management Planning)
• Working in close collaboration with the MEAL Officer and Finance officer to monitor and report on the project progress in terms of deliverables and budget.
• Work with M&E Officer to develop and present options and recommendations to ChildFund to determine specific issues to be reported on and actions to address gaps identified for collecting, analyzing and sharing Online Child Sexual Exploitation and Abuse (OCSEA) data.
• Coordinating monthly, quarterly, and annual review meetings with the project team and partners.
• Work with M&E Officer to document best/promising practices on OCSEA and lessons learnt in Kenya in order to better inform ongoing OCSEA work.
• Coordinate the project teams during Safe CLICS project technical studies, which include baseline surveys and evaluations.
• Monitor cases reported to Childline Kenya to ensure their effective registration in the National Child Protection Information Management System
• Preparing and submitting timely monthly, quarterly, and annual progress reports to the CP and Advocacy Manager and the GAAM team.
Partner Coordination
• Coordinate Life skills promoters to build the capacity teachers’ and school management in identification, prevention, and response to OCSEA.
• Working closely with Life Skills Promoters to oversee trainings and peer education dialogue programs at the school level.
• Coordinate Childline Kenya to conduct trainings for caregivers on OCSEA concept reporting and referrals mechanisms.
• Coordinate Childline Kenya to strengthen community structures to ensure sustainable OCSEA support for caregivers and build up community surveillance efforts.
• Coordinate Childline Kenya to strengthen linkages of OCSEA survivors to referral services.
• Coordinate partners monthly reporting both financial and narrative.
Planning and Budgeting
• Working closely with the project team and partners, prepare project annual work plan and for effective implementation of the project.
• Making monthly funds projection for the Safe CLICs project to the Grants Office.
• Work closely with the Technical officer, Finance officer and partners on monitoring and reporting of the project budget.
• Work closely with the finance officer to ensure that all project budgets are posted into the financial system in a timely and accurate manner
Grant Acquisition, Resource Development and Management
• Oversee timely and high-quality compliance with donor reporting requirements as per the contract
• Oversee full utilization of donor funds, review project implementation bottlenecks, challenges and opportunities and suggest solutions to improve results-based implementation and reporting in collaboration with GAAM.
• Support identification of new funding opportunities through advance intelligence gathering, development of concept notes and project proposals in collaboration with GAAM and program teams to ensure consistency in coordination in line with ChildFund’s priorities and requirements
• Support identification of new partners for new funding opportunities and other resource mobilization opportunities, supporting development of teaming and sub-award agreements, and manage consortium partners’ performance on grants.
Networking and Collaboration
• Represent ChildFund Kenya in forums, meetings, seminars, and conferences related to the project and as advised by the Country Child Protection and Advocacy Manager.
• Any other duties as may be assigned from time to time by the supervisor.
Safeguarding
Remain alert and responsive to any child safeguarding risks, acquire relevant knowledge and skills which will enable you to promote strong safeguarding practices, understand the child safeguarding policy and procedures and conduct yourself in a manner consistent with Child fund’s Child Safeguarding Policy.
Qualifications and Experience
• MA degree in Community Development, Social Work, Project Management, or related field.
• A strong knowledge background in Online child protection and information technology case management and the child protection system in Kenya.
• At least 5-7 years’ experience working on a similar project
• Demonstrated experience managing a donor funded Child Protection and Child Development project.
• Experience working with urban and rural both communities,
• Experience working with youth and Children.
• Excellent report writing skills.
• Good networking and advocacy skills.
• Team player.
