Organizational Setting
The position is located within the FAO Representation in Kenya
Reporting Lines
The Programme Specialist will work under overall guidance of the FAO Representative in Kenya and direct supervision of the Assistant FAO Representative in Kenya (Programme)
Technical Focus
Comprehensive technical and policy expertise to support the planning, development and implementation of programmes and projects, including resources mobilisation skills for funding and financing the Representation portfolio.
Tasks and responsibilities
The programme specialist will perform the following key functions:
• Provide technical assistance on the development, implementation, and evaluation of assigned programmes/projects;
• Assist in the review of relevant documents and reports; identify priorities, liaises with relevant parties.
• Assist in programme coordination, reviews and assessment of issues and trends for proper implementation of programmes and projects and preparation of impact evaluation or equivalent studies.
• Support in preparation and quality check of various written outputs, e.g., background papers, analysis, substantial sections of reports and studies, inputs to publications.
• Contribute to consultative and other meetings, conferences, including proposals for agenda topics, identifying participants, preparation of documents and presentations.
• Participate in activities such as structuring of training workshops, seminars; makes presentations on assigned topics/activities.
• Support field missions, including provision of guidance to external consultants, government officials and other parties as appropriate.
• Provide advice on the development of policies and strategies, as well as national and international protocols and guidelines for projects with specific domains related to FAO's work.
• Seek opportunities for funding and financing programmes and project development (identifies donor/partner needs in relation to FAOKE’s comparative advantages and mission objectives)
• Support FAOKE units in drafting resource related concept notes, project documents, briefs, proposals, and presentations, etc. making sure that FAO’s standard procedures as well as resource partner specific requirements are met.
• Participate in the identification, design, formulation, and negotiation of new projects and programmes.
• Support in engagement and positive projection of FAOKE by building networks with key resource partners, and by keeping abreast of political, economic, and social development issues related to Kenya, as well as FAO’s priority areas of interventions in the country as outlined in Country Programme Framework (CPF)
• Research, analyse, and present information gathered from diverse sources
• Organize and prepares written outputs e.g., draft background papers, analysis, sections of reports and studies, inputs to publications; including dissemination opportunities, and work with relevant FAOKE units as required
• Provide proactive support and follow-up in building and maintaining effective donor/partner relations through the dissemination of FAO knowledge products.
• Minimum Requirements
• Advanced university degree in business administration, agricultural economics, development economics, rural sociology, food security, nutrition, sustainable, or related field
• Ten years of relevant experience in technical cooperation's related activities, policy advice and analysis relating to food and nutrition security, agriculture and rural development, monitoring and evaluation of policies and programmes
• Working knowledge (level C) of English and limited knowledge (level B) of one of the other FAO official languages (Arabic, Chinese, French, Russian or Spanish). For PSA, only working knowledge of English is required.

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions is desirable
• Relevance and extent of experience in technical cooperation's related activities, programme coordination and project development, policy advice and analysis relating to food and nutrition security, agriculture and rural development, monitoring and evaluation of policies and programmes
• Relevance experience and skills on Resources Mobilisation;
• Relevance and extent of experience in working with inter-governmental bodies and multi-disciplinary teams
