The World Food Programme Somalia activities include relief assistance, safety-net support including school feeding, nutrition programmes and livelihood support through provision of in-kind and cash-based transfers and capacity strengthening.

Duties and Responsibilities:
Under the guidance and direct supervision of the Transfers Management Team leader, the incumbent will be responsible for the following duties:
•Provide effective support to Area Offices to strengthen planning and timely implementation of both Cash Based Transfer (CBT) and In-kind programming through SCOPE;
•Assist in reviewing and supervising interventions in SCOPE, document lessons learned; and follow up with Area Offices as required;
•Assist to ensure that cash-based transfers (CBT) and related processes within Somalia Country Office are implemented according to WFP corporate guidelines, standards and procedures;
•Collaborate with different WFP functional units to ensure coordinated design and implementation of cash, voucher and in-kind food transfers by ensuring all vital sectoral assessments are done;
•Assist in establishing and refining Standard Operating Procedures and internal controls related to SCOPE and Cash Based Transfer (CBT) programming;
•Liaise with Monitoring and Evaluation (M&E) Unit and Communication focal points, analyse feedback from beneficiaries, and provide appropriate responses for any SCOPE related issues;
•Contribute to the preparation of accurate reporting on transfers through SCOPE to ensure informed decision making;
•Review all Cooperating Partner proposals for Cash Based Transfer (CBT) and SCOPE related issues and provide feedback to Cooperating Partner Committee;
•Participate in WFP’s internal Cash Based Transfer (CBT) Working Group meetings and follow-up action points;
•Undertake field missions to assist Area Offices in Cash Based Transfer (CBT) and SCOPE related activities;
•Perform other related duties as required.


Knowledge & Skills:
•Knowledge and experience in delivery of cash-based interventions;
•Ability to write quality reports and policy documents;
•Ability to work independently with minimum supervision;
•Experience in collaborating across functional units and externally with cooperating partner entities;
•Experience utilizing computers, including word processing, spreadsheet and other standard WFP software packages and systems;
•General knowledge of UN system policies, rules, regulations and procedures governing area of work.

Education:
• Advanced University degree in economics, international affairs, business administration, social sciences, or development studies or First University degree with additional years of related work experience and/or training/courses.


Experience:
• At least three years of postgraduate professional experience in cash-based transfer programming and technology solutions for humanitarian programming.
Language:
• Fluency in both oral and written communication in English.
