JOB DETAILS:
Programme Officer
We are looking for someone who will:
• Lead and facilitate project identification activities including, project needs assessment Selection of the new project location, prepare TOR, plan and organise for further scoping, in collaboration with the Programme Manager and the Country Director.
• Through three way working model develop innovative approaches and programme interventions and support partners in developing and reviewing project MYP for IEH in line with CBM policies and donor requirements.
• Initiate and maintain project idea pipeline, coordinate input by all internal stakeholders, ensure completion of the process up to project set up, and uploading of all required documents.

• Plan and conduct a multi-stakeholder planning workshop that includes participation of organizations of persons with disabilities for development of new concept notes and project proposals.
• Provide induction to partners on project development templates, timelines and requirements.
• Ensure that principles and practice of disability inclusive development are woven through the design and implementation of the projects.
• Closely collaborate with the Finance department to ensure that programmatic and financial aspects of project design and budget distribution is feasible and coherent.
• Pro-actively communicate with the partner(s) to ensure that all preparatory steps for starting new projects have been done ahead of the start date of the project implementation.
• Ensure that the partner project staff are properly oriented or trained for clear and comprehensive understanding of the project donor requirements and are capable to meet them.
• Lead in compiling and timely submission of high quality and transformative project reports in line with CBM standards and donor requirements.
• Support implementing partners and line Government Ministries, develop and monitor the implementation of project transition strategies and plans.
• Collect high quality stories of change and case studies to feed into programme and fundraising work.
• Facilitate partner assessments, compliance checks and evaluations using agreed CBM standard tools in order to identify capacity and gaps and ensure findings and recommendations are implemented and monitored.
• Assist in establishing and maintaining effective working relationships with IEH partners, government counterparts, through regular communication, participation in meetings and workshops, and representation in thematic and technical working groups.
• Assist in networking and alliance building representing CBM as thought leader in disability inclusive development.
• Support partners to plan and organize seminars exposing projects’ successes and positive results that are supported by evidence, inviting relevant, county and national levels government offices and other players.
• Facilitate learning and exchange within CBM International and with relevant external stakeholders and partners through cluster coordination and other relevant forums.**
• Support partners to develop and utilise appropriate M&E plans, monitoring tools, evaluation and learning frameworks and to develop and integrate relevant data capture and performance management tools.
• Develop a tracking system/method to track project implementation based on the agreed plan and monitor partner project tracking sheets for accuracy and consistency.
• Ensure regular programmatic and technical project visits and review meetings are conducted and findings/ lessons are utilized to improve project delivery.
• Support documentation, analysis and reporting of project progress and maintain project data in accessible formats through regular and timely progress reporting by partners, documentation of tracking and monitoring activities and project evaluations.
• Compile and submit agreed upon reports (narrative, statistics, financial, case studies,) as per reporting schedule and protocol and coordinate project reporting including quarterly, semi-annual, annual reports and respective donor formats and systems.
• Ensure relevant knowledge, project lessons learned and other learning are internalised, documented and shared with relevant CBM colleagues, partners and external stakeholders to foster learning and advance CBM position as a thought leader.
• Contribute towards meeting best practice in programme development in CBM International in line with CBM policies and sector wide approaches.**
We are looking for someone who has:
• Relevant degree e.g. Development Studies, Social Sciences, Public Health, Business Administration, Law.
• Demonstrated experience of at least 5 years with non-for-profit organizations implementing large-scale/complex development program with funding from institutional, corporates, foundations and individual donors.
• Working knowledge of systems strengthening approach towards strengthening health services, inclusive education, livelihoods opportunities among others.
• Experience of participatory monitoring, and impact assessment with a specific focus on monitoring and evaluating outcomes of disability inclusive programmes in health programmes.
• Demonstrated experience in developing, managing and strengthening public – private partnerships (PPP) with a range of diverse partners, consortia and alliances.
• Effective use of IT including Excel, Word, Power Point and managing database.
• Ability to establish, sustain and strengthen collaborative initiatives.
• Excellent writing, communication, facilitation and presentation skills.**
• Intercultural, gender and diversity competence.
• Excellent organizational skills, prioritization of work, attention to details and ability to meet deadlines with minimal supervision.
• Willingness to adhere and commit to CBM values and Safeguarding Policy.
• Willingness to travel within Kenya and overseas.
