JOB DETAILS:
A. Background
The Congregation of Our Lady of Charity of the Good Shepherd (RGS), Eastern Central Africa Province (ECAP) is an international apostolic religious charity whose mission of reconciliation reaches out to the poor and vulnerable members of the society with a special attention to women, girls and children. Our Lady of Charity of the Good Shepherd endeavors to empower this target group through diverse interventions and give them hope in life. In the Province (Kenya and Uganda), the Congregation has grown both in number and geographical coverage as well as in terms of Programmes/Projects. The Programmes/Projects that Sisters are engaged in can be classified into five main areas and include Education, Health, Women/Community Empowerment, Rehabilitation and Reintegration Centres and Livelihoods. Justice and Peace and Advocacy are cross cutting themes that are to be found across all Programmes/Projects. The Sisters’ call is to daily strive to serve those at the margins of society according to the congregation of Our Lady of Charity of the Good Shepherd Mission and Charism.
B. Job Summary - Purpose of the position:
The position holder main role ensures coordination and effective implementation of ECAP programmes and projects. The PM provides technical oversite and facilitates implementation of quality programmes and projects. The PM is committed to; and is inspired by the mission of the Congregation of Our Lady of Charity of the Good Shepherd and leads Programme teams to ensure the Mission aspirations of the Congregation are realized through effective implementation of Programmes. Working closely with MDO, PMEO and finance officer, the PM contributes within the team in fundraising through proposal writing, building strategic networks and partnerships and planning advocacy activities. The PM is required, while fostering the same within teams, to uphold the mission, values, and the spirit of RGS.
C. Key Duties and Responsibilities
1. Programmes
• Programming: support the Programme directors in developing and implementation of activity plans based on the strategic plans and grant requests approves.
• Lead the development of appropriate intervention strategies within the ECAP countries, Kenya context that includes women and girls’ empowerment, child development, education, and vocational training.
• Oversee and support Good Shepherd Sisters Programmes by providing technical support, development of logical frameworks and appropriate indicators, development of programme/project proposals.
• Lead and co-ordinate Programme/project assessments, planning, implementation monitoring and reporting.
• Design, manage, analyze and communicate technical information across the programme teams.
• Support PMEO in development of ECAP monitoring and evaluation system that meets the stakeholders needs. The PM ensures all Programme teams use monitoring and evaluation tools.
• Coordinate and support preparation and submission of Programme reports according to ECAP reporting guidelines and donor policies.
2. Capacity Building
• Carryout periodic staff capacity assessments against skills requirements and facilitate capacity building for Programme teams including on the job training, workshops, and exchange visits, formal training courses in programme and technical support where necessary.
3. Networking
• Actively participate in stakeholder networks at regional, national and sub national levels and actively lobby and influence for the interests of the ECAP and the beneficiaries.
• Identify new initiatives/partners, where ECAP might wish to have a greater focus in the future;
• Maintain relationships with donor agencies, the Dioceses and partners and other groups working on ECAP thematic areas, so as to keep informed of main developments.
4. Finance & Reporting
• Taking part in budgeting, and programme narrative and financial reporting in line with donor requirements including monitoring expenditure.
• Monitor programme budget and expenditure to ensure efficient and effective use of ECAP and donor funds and resources.
5. Administration
• Support field teams and institute measures that foster stewardship and ensure audit compliance.
• Working closely with the Finance and Administration Officer, support Project teams to develop, manage and monitor project budgets and work plans, ensuring value for money and that project expenditure is within agreed budgets.
• Perform any other duties as assigned by the MDO Director
As a member of the senior management team, play a key role in planning and carrying out annual staff performance appraisals for all the ECAP Programmes.
A. Qualifications, Skills and Experience
The successful candidate must demonstrate technical versatility, having hands-on experience in leading programme/project teams in complex setups while implementing multi-sector programmes in the fields of health, agriculture, protection, and education. The ideal candidate will have:
• At least a Bachelors’ degree in project management, development studies, community development, monitoring and evaluation, Programme planning and management and/or other related qualifications.
• Minimum five years of experience as a senior team member, managing development work in large and diverse teams in complex set-ups.
• Programming knowledge in the fields of women empowerment, child development, enterprises development, agriculture, health, and education. Rescue and reintegration
• Excellent written and spoken English with strong communication skills.
• Broad knowledge and awareness of current issues in the fields of development, management, and familiarity with international and national children’s rights, as well as needs based /rights based /theory of change, evidence-based and sustainable approaches to development.
• Significant experience in networking with local and international NGOs, donors, Ministry level partners and local community-based organisations.
• Knowledge and experience in programme planning, design, implementation, and monitoring, evaluation and learning.
• Proven computer skills and knowledge of Microsoft software including MS, Word, Excel, PowerPoint and e-mails.
• Previous working experience with faith-based organizations and understanding of religious life is a strong advantage.
• Holistic mission orientation and strong commitment towards social justice and human rights.
• High integrity, honesty and confidentiality; ability to deal tactfully and discreetly with situations, people and information.
• Willingness to work in inclusive and multi-cultural environments. High degree of flexibility and adaptability to different contexts is desirable.
Note:
