JOB DETAILS:
Description
TrĂ³caire works in partnership with national, local and church organisations, supporting communities in over 20 developing countries across Africa, Asia, Latin America and the Middle East to bring about lasting change. TrĂ³caire envisages a just and peaceful world where people’s dignity is ensured and rights are respected, basic needs are met and resources are shared equitably, people have control over their own lives and those in power act for the common good.
Protection of Women and Girls programming (including specialised GBV response, mitigation and prevention) is a core element of TrĂ³caire’s global humanitarian programme. Through this, TrĂ³caire supports local partners to deliver multi-sectoral GBV response programming, with a core focus on women- and girl-centred Mental Health and Psychosocial Support, including community-based support (Women’s and Girls’ Safe Spaces and PSS groups), focused support (GBV case management, individual and group based focused PSS) and specialised support (individual psychosocial interventions provided by Clinical Social Workers and Clinical Psychologists specialised in GBV). TrĂ³caire is a member of the GBV Area of Responsibility (GBV AoR), the Call to Action on Protection from Gender-Based Violence in Emergencies and the Irish Consortium on Gender-Based Violence.
Central to TrĂ³caire’s programming approach, and a key priority in TrĂ³caire’s 2021-2025 Strategic Plan, is to support the voice and leadership of local organisations – particularly women-centred organisations and women-led organisations. Helping to advance this commitment, TrĂ³caire is the implementing partner in a new programme, managed by the GBV AoR (hosted by UNFPA) that aims to strengthen systemwide GBV in Emergencies (GBViE) coordination and response capacity. TrĂ³caire will focus on strengthening the participation and leadership of local women-centred organisations in GBV coordination structures in humanitarian settings, in close coordination with the GBV AoR.This programme aims to enhance and drive systemic learning and change, addressing barriers identified through the global mapping study on GBV localisation in humanitarian contexts. This will include supporting women-centred organisations to co-lead GBV sub-clusters, with accompanying participatory learning and action, peer to peer learning exchanges and resource development on women’s leadership to support sector-wide learning and adaptation.

Key Duties & Responsibilities
Shared reflection, learning and resource development
• Applying a Participatory Action Research (PAR) approach, capture learning from local women centred organisations’ experiences and, through a consultative process, lead on the development of a women’s leadership resource package. This resource is intended to contribute to sector-wide learning and foster change in cluster/coordination structures to accommodate meaningful participation and leadership of local actors and particularly women-centred organisations in these spaces.
• Facilitate shared reflection and peer-to-peer exchange, creating a space for women-centred and local organisations co-leading GBV sub-cluster coordination mechanisms across multiple contexts to connect and share experiences.
Grant coordination and management
• Oversee and coordinate project implementation as per approved proposal, including all aspects of planning, design, delivery, coordination, monitoring, communication and donor liaison.
• Ensure proactive management of the grant in compliance with TrĂ³caire and donor regulations and requirements, including effective and responsible financial and supply chain management, as well as oversight of day-to-day administrative tasks relevant to the grant.
• Establish strong internal MEAL and reporting systems for the grant and develop high quality and timely reports to meet all internal and donor reporting requirements.
• Ensure systematic information and knowledge management for the grant, including appropriate use of organisational grant and financial management platforms (Agresso, Salesforce, Box).
Technical support and accompaniment to women-centred organisations
• Working with in-country GBV specialists in each project location, coordinate and support the provision of technical support and accompaniment through mentoring and ongoing training relating to i) women’s leadership (including collaborative leadership, negotiation, conflict resolution); ii) technical GBV response (including the Inter-Agency Minimum Standards for GBViE Programming, peer-to-peer support and staff care) and iii) coordination skills (development of referral pathways, Standard Operating Procedures, resource mobilisation, navigation of the GBV AoR Coordination Handbook and resources such as the Helpdesk, AoR Website, and the GBV AoR Community of Practice).
• Stay abreast of, and align TrĂ³caire’s approach to, sectoral best practice and minimum standards. This includes the Inter-Agency Minimum Standards for GBViE Programming, the GBV AoR Handbook for Coordinating Gender-Based Violence Interventions in Emergencies and the IASC Localization Guidance on Strengthening Participation, Representation and Leadership of Local and National Actors in IASC Humanitarian Coordination Mechanisms.
Internal and External Engagement, Coordination and Relationship Management
• Represent TrĂ³caire effectively in programme-related platforms and consultations at global, regional, national and/or sub-national levels, and ensure professional and high-quality engagement with all coordination and learning processes established for the grant.
• Cultivate supportive and collaborative working relationships with the participating women-centred organisations and with other local actors that are co-leading coordination mechanisms across multiple contexts, including through facilitation of peer-to-peer exchanges in collaboration with the GBV AoR Coordination Team.
• Consult and coordinate closely with the GBV AoR coordination team, GBV sub-cluster coordinators, Regional Emergency GBV Advisors (REGAs), the GBV Minimum Standards Task Team and the membership of other relevant platforms, such as the Global Protection Cluster and the Call to Action on Protection from Gender-Based Violence in Emergencies.
• Establish and maintain clear internal coordination and communication protocols and processes with TrĂ³caire colleagues (both finance and programming) to ensure timely and high-quality delivery of all project activities.
• Work with colleagues across TrĂ³caire to ensure coherence, synergy and shared learning. This includes collaboration with the wider work of the Global Hub on Partnership and Localisation and the Humanitarian Unit, as well as with colleagues in GBV and Women’s Empowerment; Policy; Safeguarding; and Programme Impact and Learning.
