Position: Program Officer
Duty Station: Lokichogio, Turkana West.
Project Sites: Lokichogio, Nanam, Songot & Kalobeyei wards Issue Closing date: 25th May 2021
Reporting to: Programme Coordinator
Job Purpose: To Glorify God in enhancing management of a project; ‘’Turkana 4 resilience Project with Overall Goal of contributing towards Increased resilience in health, Child Protection and food security to the impact of drought in Turkana west Sub-county, Turkana County’’ and provide strategic and operational inputs for project cycle management (design, implementation, monitoring and evaluation of programs and projects).
The Programme Officer (PO) will be a key member of the program team and will work closely with other program team members underoverall leadership of the Project Coordinator.
Key Responsibilities:
Project Development, Management and Implementation:
•Support Project local capacities in programme/project development through technical advice on participatory community engagement, Sub/ County level consultation and project design.
•Coordinate with local partners and staff for required input into supporting Project implementation.
•Relationship and team building with local partners, community and non-government partners.
•Responsible for effective use and control of project resources such as vehicles.
•Ensure that women’s rights are at the center of our livelihood resilience work Partnership Management.
•Facilitate setting up of systems and procedures for better management of resilience Project, especially for monitoring and reporting.
•Identify any emerging opportunities for wider partnerships in the Livelihoods & health resilience thematic area.
•Undertake regular and mutually agreed review visits to the Project sites and provide guidance on enhancing the quality of programmes.
•Identify local capacity building and training needs of the community and take initiatives to get them addressed.
•Be proactive in linking the organization to partners and vice versa in supporting partners programme implementation.
•Bring up major concerns about operations to the notice of Programme Coordinator for remedial action.
Reporting and Work Programming:
•Make regular monitoring visits to project implementation sites to review progress of work and provide strategic inputs and in particular to help to ensure that programme obligations for annual and monthly planning and reporting are properly met.
•Provide regular updates to the Programme Coordinator on projects and the internal and external environment affecting the projects.
•Work with Project team to develop the use of gender analysis training using relevant methodologies, problem solving, non-directive, and rights sensitive and practical responses to improve the impact of AICHM work with the marginalized groups,especially women.
Programme Quality and Learning:
•Work with Program Coordinator to ensure that the MEL Framework is effectivelyadopted by all staffs.
•Ensure participation of Program staffs in programme review and learning exercises.
Representation Network and Alliance Building:
•Represent the Project resilience Team at various Sub County & County fora as directed by the Programme Coordinator.
•Actively participate in programme meetings as a member of the programme team.
•Build and foster Local, Sub County & County alliances and networks that enhance sharing, learning and collaboration among relevant organizations and individuals;
•Adopt a proactive approach to undertaking relevant lobbying, campaigning and advocacy work to increase other people’s understanding of programme issues and to influence their approach and decisions in support of AICHM work.
•Identify and build strategic linkages, relations, collaborations and networks with partners and other stakeholders in implementation at the local, sub County & County Level.
•Participate and represent AICHM in key donor engagements and technical working forums at ward, Sub County and County level when applicable.
•Point of contact for consultation on issues to do with Resilience programming.
•Work closely with Sub County initiatives through the Sub County Cooperative societies office and Production department Office.
Funding and Donor Management:
•Ensure compliance with donor requirements especially, timely submission of quality descriptive and financial reports.
•Participate in relevant fund raising activities, monitoring funding opportunities and support response to these opportunities with approved concept notes/proposals.
•Facilitate compliance with donor grant requirements, provide input into donor reports and support the management of donor visits as appropriate.
•Assist in drafting high quality reports according to donor contract agreements.
Qualifications, skills and competencies
•Degree in natural resource management, Economics, environmental studies, social sciences, Rural development, or related field.
•At least 5 years’ relevant work experience in managing projects on disaster risk reduction, resilience building and livelihoods.
•Good understanding on global and national framework on disaster risk reduction, Climate Change Adaptation, Disaster resilience, and Ecosystems management and restoration approach.
•Knowledge and experience in implementation of Community-managed Disaster Risk Reduction (CMDRR) projects.
•Profound experience in lobby and advocacy in related sectors, among (inter)national political network.
•Strong organizational and personal management skills, with ability to priorities work issues to meet deadlines with minimal supervision and ability to adjust to constantly changing situations while maintaining focus on delivery and follow-through.
•Strong communication and awareness raising skills through media, social media, and campaigns.
•Practical experience in project cycle management, log frame development, and proposal writing.
•Practical experience of working with local partners and community capacity building.
•Strong reporting, analytical and problem-solving skills.
•Willingness to travel in field location with very basic facilities.
•Excellent English writing and communication skills.
•Diplomatic, culturally sensitive, result-oriented, innovative and a strong team player.
