JOB DETAILS:
CHAK seek a dynamic and highly experienced candidate for the Program Officer, Care & Treatment position to be based in Meru County for a USAID-funded Jamii Tekelezi project. Reporting to the Service Delivery Advisor, Care & Treatment, the successful candidate will ensure the effective implementation of quality HIV Care and Treatment services in supported counties. S(he) will work closely with the MOH and County Health teams, partners, and service providers in the region to strengthen health systems and ensure that the quality of HIV prevention, care and treatment, and TB supported across the program is consistent with the National MOH/County Health Services quality standards and guidelines.
As a key member of the USAID/Jamii Tekelezi Program (UJTP) county mentorship team, s(he) will also be responsible for supporting the training, on-site technical supportive supervision, mentorship, coaching, and regular updates to service providers in PMTCT, HIV care, and treatment, and TB care for all populations.

Key responsibilities
• Provide technical support to health workers in all aspects of planning and implementation of HIV services (care and treatment, TB/HIV, and PMTCT & HIV continuum of care) to ensure that patients receive the full complement of prevention, treatment, and care per MoH guidelines.
• Provide technical support through training and on-site mentorship to facility multidisciplinary teams in the management of HIV, TB, and related diseases as per the recommended national guidelines, including cervical screening & management.
• Entrench to USAID-UJTP/County mentorship model and walk the sub-counties on the journey to self-reliance.
• Provide ongoing supervision of UJTP-supported HIV prevention, care, and treatment activities in assigned sites including scheduled joint supportive supervision with County and Sub-County level MoH staff.
• Ensure understanding and compliance with National guidelines, policies, procedures, structures, and systems regarding program management and implementation, and any other relevant aspects of operations in UJTP supported Health facilities.
• Assist in program monitoring and evaluation with reporting through national HMIS tools and other tools in use by UJTP and its funding partners.
• Keep abreast with changes and developments (shifting specialist knowledge, technological, and paradigm shifts - methodological or developmental) that relate to program work and apply what is relevant to enhance program initiatives.
• Routinely monitor program quality through QI approaches as well as elements of operations research including identification and documentation of ‘best practices to ensure high-quality HIV/AIDS service provision.
• Support site level Continuous Quality Improvement (CQI) and strengthen the capacity of site-level MDT to increasingly use their data to support improvements in patient case management.
• Support scale-up and sustenance of Differentiated Service Delivery at CCC and PMTCT setups.
• Actively participate in strengthening linkages between testing points and care clinics in all program-supported sites.
• Assisting in program monitoring, evaluation, and use of data to inform program planning and continuous improvement as well as research as needed.
• Track and ensure real-time documentation of patient information in the EMR by Clinicians/Nurses in sites implementing EMR Point of Care.
• Ensure achievement of all project deliverables including quarterly and annual PEPFAR targets.
• Work closely with the MEL team to ensure timely quarterly and annual reporting of PMTCT/TB/HIV care and treatment achievements.
• Participate and contribute to the County and sub-county Technical Working Groups (PMTCT/TB/HIV Care and Treatment).
• Ensure prudent use of resources entrusted to the Program.

Required qualifications and experience
• Diploma in Clinical Medicine and Surgery or Bachelor’s degree in Clinical Medicine/ Nursing
• Master’s degree in a relevant health-related field will be an added advantage.
• At least five (5) years of HIV program implementation experience is required.
• Registration with the relevant professional bodies and an active practice license.
• Should have training in HIV/AIDS, TB comprehensive care and support, preferably a trainer of trainers in HIV management.
• Advanced training in antiretroviral management is an added advantage
• Good understanding of HIV/AIDS clinical care and antiretroviral therapy (ART), including patient-centered management and family support.
• Excellent management abilities within a multi-disciplinary team, with capability to support, train, and mentor others.
• Understanding of the Kenya Health system and experience working with government institutions, counties, and local partners.
• Ability to anticipate, prioritize and manage multiple tasks with keen attention to detail and capability to follow through and meet deadlines.
• Good communication and interpersonal skills.
• Good use of MS Office packages and office automation solutions.
