Salary Range: Gross (Kes100,000 - 140,000)

Background Information
arche noVa – Initiative for People in Need founded in Dresden, Germany, in 1992, is an independent non-profit organization, currently working in 14 countries worldwide: Middle East (Syria, Lebanon, Iraq); Africa (Mali, Kenya, Somalia, Uganda, Ethiopia); Asia (Nepal, Philippines, Myanmar) and Europe (Ukraine, Germany).
Our primary expertise is in the WASH sector (Water, Sanitation and Hygiene) with a wide range of interventions to support local communities and civil society organizations.
arche noVa follows a multi-sectoral approach and most projects include other components such as livelihood, food security, health promotion, education, and disaster preparedness.
The programs around the world cover Humanitarian, Transitional, Development and Educational sectors.
arche noVa is registered in Kenya since 2016. Our Nairobi office serves as a coordination hub for our projects in the neighboring countries. Our programmes mainly target small-scale farmers, agro-pastoralist and pastoralist communities, internally displaced people & fishing communities living in arid and semi-arid areas.
We currently work in:
KENYA: Machakos, Makueni, Kitui and Laikipia counties
ETHIOPIA: Somali region
UGANDA: Central region
SOMALIA: Gedo, Lower Jubba, Galgaduud and Middle Shabelle regions

Objective of position: The objective of the Program officer for arche noVa East Africa is to oversee, lead and coordinate in the implementation of the projects and also to lead in development, planning and implementation of MEAL components for the East African projects. This position will be instrumental in ensuring optimum quality, accountability, sustainability and impact of our projects for the communities we serve.

Role and Responsibilities:
• Assist the Regional Coordinator to ensure compliance with project proposals, donor requirements and arche noVa Policies, Standards, Procedures and Guideline in country of operation.
• Overall coordination of projects, program development and proposal writing.
• Check and comment monthly activity reports presented by arche noVa partners.
• Coordinate the monthly activity check with the financial reports submitted every month by the partners to arche noVa Administrator.
• Support the Finance and Administrator to have the required supporting documents (for example procurements, training reports, beneficiary training lists, beneficiary distribution lists, etc) and, in case, request them to the partners.
• Reporting to the Regional Coordinator on current issues on a weekly basis (or more frequently, on an ad hoc basis, in the case of urgent matters arising unexpectedly).
• Keeping track of deadlines for the projects of reference and informing the relevant partner Project Managers, as well as Administration Supervisors, accordingly, with an overview of relevant actions to be undertaken.

Quality management and Impact orientation
• Oversee all aspects of the projects and support the partners to be responsible for the quality of project delivered and outputs.
• Build the capacity of the partners teams through training and on-the-job coaching and provide feedback regularly and appropriately to them.
• Set project objectives and targets in collaboration with local partners (update timetable/chronogram, financial forecast, operative plan) and guide partner staff towards programmatic achievement.
• Ensure an effective MEAL system is in place and in use for all activities and projects and oversee continual improvement in assessment and communication of impact.
• Be available to go to the field to realize monitoring missions using appropriate tools and instruments to collect data and information from partners, beneficiaries and other stakeholders.
• Be able to draft Term of Reference and manage external consultants, monitors performance, review outputs and recommend corrective actions when needed to the partners.
• Oversee the MEAL Department and ensure harmonization and implementation of MEAL systems and tools across the projects.
• Work closely with MEAL team to conduct needs assessments, mapping and other preparatory exercises at the field level to support the consortia in project implementation.
• Identify bottlenecks or shortcomings in ARCHE NOVA systems and processes, and propose solutions to the Regional Coordinator for enhancing their efficiency and effectiveness.

Coordination & Communication
• Facilitating communication between partners at field, Regional Office and HQ.
• Contribute to the timely preparation and submission of reports (whether monthly, quarterly, annually or with ad hoc deadlines) to donors and arche noVa HQ in coordination with arche noVa Administrator and Regional Coordinator.
• Participate to meetings in Nairobi and in the field (if requested) with WASH cluster, Country coordinators, Steering Committees.
• Collect successful/human stories and pictures regarding beneficiaries and to elaborate communicational material if requested by the Public Relation Department of arche noVa.

Eligibility Requirements:
Minimum Required Qualifications and Experience:

• University degree
• 4 years’ professional experience, with at least 1 years’ professional experience in a comparable position.
• Demonstrated experience in effectively coordinating and developing the capacity of personnel and mediating conflicts.
• Demonstrated experience in developing successful project proposals for funding opportunities.
• Demonstrated experience in facilitating and coordinating meetings, workshops and trainings. Fluent written and spoken English and Kiswahili, with excellent writing and editing skills.
• Have a valid certificate of good conduct.
• Familiarity with WASH
• Knowledge of the East Africa context with previous experience in Kenya, Uganda, Ethiopia and Somalia is an added advantage
• Degree in water resources management will be added advantage.
