OVERVIEW OF THE ORGANIZATION
Economic and Social Rights Centre (Hakijamii) is a National Human Rights Organization that works with marginalized groups to support them in advocating for the realization of their economic, social and cultural rights. Its overriding mission is the strengthening of the capacity of people’s organizations to effectively and directly participate in governmental decision-making on the realization of economic and social rights as well as in holding duty bearers accountable for the realization of these rights through legal, political and social accountability mechanisms. Hakijamii also champions substantive human development through people-led bottom-up developmental policy making, planning, budgeting and developmental implementation that meets the urgent needs of vulnerable and marginalized communities to enhance human dignity and ensure shared developmental prosperity for all sections of society.
Hakijamii has established itself as a leading player internationally, regionally, nationally and locally on advocating for economic and social rights, with its focus areas being land and housing, education, health, water and sanitation for socio-economic transformation. The organization has strategic community partners in the counties of Nairobi, Kisumu, Kwale, Garissa, Kakamega, Mombasa and Isiolo. Hakijamii has been expanding its work on advocating for the realization of ESC rights in Kenya and especially for the marginalized communities. Hakijamii seeks to leverage on new opportunities and mitigate challenges presented in delivery of its missions through constant monitoring, evaluation, documentation and learnings on best practices and success stories as it implements it strategic plan. In order to realize this objective, Hakijamii seeks to recruit a Program Manager- Monitoring & Evaluation.
JOB PURPOSE
This position’s function will involve development and implementation of result-based monitoring, evaluation and reporting system with detailed guideline for its implementation; Leadership role in conducting outcome/impact and evaluation studies; Planning, Management, Reporting and data analysis together with developing and implementing comprehensive M & E Strategy for Hakijamii’s Projects; Development and strengthening institutional monitoring, inspection and evaluation procedures within the organization’s M&E system; Facilitation of knowledge building and knowledge sharing in the area of monitoring and evaluation; as well as project proposal development for organizational fundraising.
KEY RESPONSIBILITIES:
With support from the Executive Director and other Program Managers, the Monitoring & Evaluation Manager will be responsible for:
• The development and implementation of an effective result-based M&E system including tools and technique in collaboration with the Executive Director, programme staff, donors and partners to ensure that Hakijamii’s M&E systems and procedures are well integrated with donor and Hakijamii reporting systems and procedures;
• In collaboration with the Executive Director and the relevant Programme Managers, develop and effective M&E framework for each and every project deliverable as contained in the Programmes’ Annual Activity Plans to ensure that these activities meet organizational and donor objectives;
• Undertake evidence-based monitoring of all Hakijamii’s projects to ensure that the projects are meeting the intended outcomes as detailed in project plans and funding proposals.
• On the basis of on-going monitoring of project activities and the periodic evaluation of project implementation, generate the requisite evidence-base for policy advocacy with the requisite target groups such as policy makers, donors, government officials and other stakeholders;
• Undertake end-of project evaluations for all Hakijamii’s projects and produce the relevant reports for organizational development in project implementation as well as for the relevant donors;
• Suggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;
• Prepare quality monitoring and evaluation report highlighting achievements and share with staffs and management with recommendation for further improvement;
• Resource mobilization and prospecting of ESC rights financiers.

ACADEMIC QUALIFICATION AND EXPERIENCE
• Degree in Statistics or Social Sciences discipline or any other relevant discipline.
• At least 5 years of overall experience and 3 years of relevant experience in monitoring and evaluation, program management, designing and conducting program evaluation (Baseline, mid-term, final) using both qualitative and quantitative methods, especially with a bias to outcome harvesting as a method of project monitoring and evaluation;
• Experience in evaluating ESC advocacy work, especially with a bias to health project evaluation with a focus on Sexual and Reproductive Health Rights.
• Experience in project planning, monitoring, evaluation and reporting;
• Experience in data management and analysis;
• Previous experience in working with non-governmental organization, government agencies, donors and other development partners will be an added advantage;
• Previous experience in preparing Annual Organizational Result Reports would be considered as an asset;
• Track record in M&E leadership is a plus.
