JOB DETAILS:
Program Analyst, Health Financing

The Program Analyst will provide technical support to the county departments of health, working closely with other stakeholders in the health sector, to accelerate achievement of universal health coverage (UHC) in Kenya. The position is county-based, with the successful candidate expected to support two or more counties.
This is a full-time position. The Program Analyst reports to the Program Manager or Technical Advisor.

Responsibilities
Technical Support
• Provide technical support to the County Departments of Health (CDoHs) to apply strategic purchasing principles to incentivize providers to improve the quality of care, with a focus on PHC.
• Support the CDoHs to review, develop or implement public finance management (PFM) policies/regulations to address challenges that hinder facilities from generating and using funds to improve the quality of services.
• Support the county to review the implementation and performance of various National Hospital Insurance Fund (NHIF) schemes, and in particular the Linda Mama program, and develop strategies to improve their participation and performance.
• Provide technical support to the CDoHs to track and strengthen the implementation of Afya Care UHC program.
• Support the development of county health budgets in accordance with the PFM Act (2012).
• Represent ThinkWell in meetings with the county government, county partners, and other stakeholders.
• Build the capacity of CDoHs on the three functions of health care financing (Revenue mobilization, pooling and purchasing), with a focus on strategic purchasing.
• Support the CDoHs to optimize Own Source Revenue and other funding sources to increase fiscal space to purchase PHC services.
• Support the CDoHs through the County Health Management Teams (CHMTs) to develop and implement health financing reforms, that strengthen supply chain, and human resource management systems and outcomes.
• Strengthen working relationships across different purchasers (NHIF, Private Health Insurance, Ministry of Health) and the county to achieve coherence within different purchasing arrangements.
Monitoring, Evaluation and Learning
• Lead data collection, collation and analysis on health financing and purchasing in counties to inform the reforms needed to strengthen PHC.
• Collect, collate, and analyze routine data on Human Resources for Health (HRH), Health Products and Technologies and other areas of focus on selected indicators to inform development of appropriate interventions.
• Document and disseminate learning products on health financing and strategic purchasing to different stakeholders to inform policy. Use the learnings and emerging evidence to co-create, with CHMTs, sustainable health financing solutions for PHC.

our qualifications
• BA/BS and 7+ years’ experience or graduate degree and 5+ years’ experience.
• Substantive experience in relevant health systems work with a development agency, NGO, or county government; experience in health financing in the public sector is required.
• Prior work experience on primary healthcare financing, supply chain strengthening, HRH, and PFM within the context of county health systems is highly desirable.
• Proficiency in MS Excel, Office, PowerPoint, and other MS Office suite.
• Experience in data analytics software e.g., Stata, EpiInfo, SPSS is desirable.
• Tech savvy and skilled at visual display of data.
• Fluency in English and Kiswahili.
• Exceptional analytical, research and problem-solving capabilities.
• Strong writer with an established track record of preparing high-quality technical reports, policy briefing materials, and presentations.
• A thoughtful systems thinker with grounded, pragmatic understanding of the complexities of our work.
• Demonstrated poise and professionalism in engaging with stakeholders.
• Outstanding written and verbal communication skills, including the ability to relate respectfully with staff at all levels, ages, genders, nationalities, and orientations as well as across work areas.
• Ability and willingness to travel 30% of time.
