JOB DETAILS:
Job Specifications
• Prepare budget for the recurrent and development votes.
• Develop and implement appropriate accounting system as a means of maintaining sound financial records.
• Assist in the development, implementation and review of departmental strategies, policies, procedures, annual work plans, performance contracts, procurement plans and budget.
• Prepare periodic performance reports on revenues and budget forecasts.
• Recommend and advise on reallocation of voted funds during the year.
• Monitor expenditure and projects including programme implementation on periodic basis and ensuring that timely corrective action is taken.
• Prepare cash flow forecast and management of the investments.
• Review the monthly accounts reconciliations for cash, bank and accounts receivables.
• Implement effective internal control systems of accounting.
• Ensure timely remittance of all statutory deductions.
• Ensure compliance with prevailing laws, rules and regulations.
• Review the performance of the Fund’s investment portfolio.
• Manage of annual audit process.
• Assess performance, mentor and coach of staff under the his/her purview

Person Specifications
• A Minimum period of eight (8) relevant work experience, three (3) years of which must have been in a supervisory role.
• A bachelor’s degree in any of the following fields: Finance, Accounts, Investment, Internal Audit or related field from a recognized Institution.
• A Masters Degree in any of the following fields: Finance, Accounts, Investment, Internal Audit or related field from a recognized Institution.
• Senior Management course lasting no less than four (4) weeks from a recognized institution.
• CPA (K) Certified Financial/Investment analysist.
• Member of ICPAK in good standing.
• Proficiency in computer applications
• Fulfilled the requirements of Chapter six of the Constitution of Kenya (2010

OTHER KEY REQUIREMENTS

Successful candidates in the interviews will be required to present and satisfy the requirement of Chapter Six of the Constitution of Kenya 2010 by providing original copies of the following documents as an employment condition:
• A certificate of Good Conduct from the Directorate of Criminal Investigations (DCI);
• A Clearance Certificate from the Higher Education Loans Board (HELB)
• A Tax Compliance Certificate from the Kenya Revenue Authority (KRA)
• Clearance certificates from the Ethics and Anti-Corruption Commission (EACC).
• A clearance Certificate from an Approved Credit Reference Bureau (CRB) in Kenya
